ORDINANCE NO. 2505
AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF AMES,
IOWA, BY REPEALING SECTIONS 36-8002 , 36-8003, AND 36-8004 AS SAID
SECTIONS HAVE HERETOFORE EXISTED AND ADOPTING NEW SECTIONS
36-8002 , 36-8003 , AND 36-8004 FOR THE PURPOSE OF REVISING THE
RATE STRUCTURE OF THE MUNICIPAL ELECTRIC UTILITY; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH TO THE
EXTENT OF SUCH CONFLICT AND ESTABLISHING AN EFFECTIVE DATE .
BE IT ENACTED BY THE CITY COUNCIL FOR THE CITY OF AMES,
IOWA:
Section 1. That Sections 36-8002 , 36-8003, and
36-8004 as said sections have heretofore existed be and the
same are hereby repealed.
Section 2. That new Sections 36-8002 , 36-8003, and
36-8004be andthe same are hereby enacted to read as follows:
Sec . 36-8002 . Rates established.
The rates at which charges will be made
for electric energy and service rendered to
consumers by the electric utility of the
city are established by sections 36-8003
and 36-8004 hereof. The net monthly billing
based on said rates will be increased or
decreased by an amount corresponding to the
increase or decrease in the average cost
to the city for power plant fuel in the pre-
ceding month. The incremental charge will
be computed by multiplying the number of
kilowatt-hours used by a customer by . 016
times the difference between the base fuel
cost and the average fuel cost of the preceding
month. The base fuel cost is 30� per million
BTU. The average fuel cost shall be deter-
mined by dividing the total cost of fuel
burned in the city-owned generating facilities
in the preceding month by the total heating
value of the fuel burned in the same
period in BTU (British Thermal Units) times
one million.
In the event all or any part of the energy
supplied is generated in facilities not
owned by the city and obtained by the city
through power purchases or plantparticipation
agreements , the fuel price adjustment shall
be modified to account for the fuel price
adjustment affecting the generating, costs
of non-owned generating facilities .
Sec . 36-8003. Residential rates .
(a) GENERAL RESIDENTIAL PATE .
(1) Availability: To residential customers
for all single-phase domestic uses in
single-family houses or separately
metered single-family apartments .
(2) Net Rate: (per month)
First 50 Kwhr at 5 .00� per Kwhr
Next 100 Kwhr at 3 . 10G per Kwhr

(3) Minimum bill: $2 .00 per month.

(b) and (c) as set forth in section
36-8005 are applicable .
(b) RESIDENTIAL WATER HEATING RATE .
(1) Availability : To residential customers
for all single-phase domestic uses
in single-family houses or separately
metered single-family apartments
provided the customer has installed
and exclusively in use an approved
electric hot water heater.
(2) Net rate: (per month)
First 50 Kwhr at 5 . 00� per Kwhr
Next 100 Kwhr at 3 .10� per Kwhr
Next 250 Kwhr at 1. 26(- per Kwhr
Next 850 Kwhr at 2 . 51� per Kwhr
Over 1, 250 Kwhr at 1 . 43G per Kwhr
(3) Minimum bill : $2 . 50 per month.
(4) Conditions : General conditions (a) ,
(b) , (c) and (d) as set forth in
section 36-8005 are applicable.
(c) RESIDENTIAL SPACE HEATING RATE .
(1) Availability: To residential customers
for all single-phase domestic uses in
single-family houses or separately
metered single-family apartments
provided the residence is regularly and
completely heated by approved permanently
installed electric heating equipment,
during October through May .
(2) Net Rates : (per month)
First 50 Kwhr at 5 . 7 0� per Kwhr
Next 100 Kwhr at 3 . 53� per Kwhr
Next 250 Kwhr at 2 . 39G per Kwhr
Next 350 Kwhr at 1. 71� per Kwhr
Over 750 Kwhr at 1. 14� per Kwhr
(3) Minimum bill : $2 . 50 per month.
(4) Conditions : General conditions (a) ,
(b) , (c) , (d) , and (e) as set forth in
section 36-8005 are applicable.
Sec . 36-8004 . Commercial and industrial rates .
(A) GENERAL POT^7ER RATE .
(1) Availability: To commercial and
industrial customers taking single-
phase or three-phase electric service
for general commercial usage and for
miscellaneous power uses where the
consumption of electric energy in any
month during the calendar year does
not exceed 12 ,000 Kwhr.
(2) Net rates : (per month)
(a) Rate A---Available to commercial

and industrial customers where the
consumption of electrical energy
in any month during the calendar
year does not exceed 5, 000 Kwhr.
First 50 Kwhr at 5. 70� per Kwhr
Next 350 Kwhr at 4 . 33� per Kwhr

Over 4 ,000 Kwhr at 1. 94� per Kwhr
Minimum bill: $2 . 50 per month.
(b) Rate B--Available to commercial and
industrial customers where the consumption
of electrical energy in any month
during the calendar year exceeds
5, 000 k"whr but does not exceed 12, 000
Kwhr.
First 100 Kwhr at 5. 70� per Kwhr
Next 900 Kwhr at 4. 10� per Kwhr
Next 9 , 000 Kwhr at 2. 74� per Kwhr
Over 10 ,000 Kwhr at 1. 94G per Kwhr
Minimum bill: $10 . 00 per month.
(3) Electric space heating rider: Where
permanently instal-led electric space
heating equipment is the exclusive source
of heating in the building, the monthly
rate shall be as follows for bills dated
October through May. Bills dated June
thr_ouah September will be billed on Rate
A or B above whichever is applicable.
First 50 Kwhr at 5. 70� per Kwhr
Next 350 Kwhr at 4 . 33� per Kwhr
Over 400 Kwhr at 1. 94� per Kwhr
Minimum bill : $10. 00 per month.
(4) Conditions :
(a) General conditions (a) and (b)
as set forth in section 36-8005 are
applicable.
(b) The followinc_; specific conditions
also apply:
(1) Unless three-phase service is
determined by the city to be
economically available, motors
up to and including 5 H.P. shall
be single-phase. Motors above
5 H.P . shall be three-phase.
Th=-phase service will normally
be 120/208 volt, 4-wire. Where
conditions warrant (outside
the business district area) ,
4-wire 120/240 volt service
may be furnished if mutually
agreeable to the city and the
customer.
(2) Fluctuating loads . Loads
requiring excessive transformer
capacity because of large momen-
tary current requirements, or
to provide close voltage regula-
tion, shall be subject to an
additional charge of $0 . 30 per
rated Kva. No charge shall
apply if customer furnishes
transformers .

(3) Should the electrical energy
furnished under this schedule
for any reason be metered on the
primary side of the service
transformers , a discount of
1 1/2 per cent of the energy
charge shall apply.
(4) To qualify for the space heating
rate, the total connected load
of the permanent space heating
equipment shall be at least
4, 000 watts . Before the space
heating rider is put into effect,
the heating system shall be
inspected and approved by the
City of Ames Electric Utility.
(B) LARGE POWER RATE.
(1) Availability: To commercial and industrial
customers whose consumption in any month
during the calendar year exceeds 10 , 000
Kwhr. A customer who exceeds 10 , 000 Kwhr
in any one month may elect to receive
power under this rate. A customer who
exceeds 10 , 000 Kwhr per month in any
three months or who exceeds 12 , 000 Kwhr
in any one month during a calendar year
shall be required to receive power under
this rate at the option of the city. A
customer who elects at his own option
to receive power under this rate may not
return to the general power rate except
at the option of the city.
(2) Net rate: (per month)
Demand Charge:
First 30 Kw of Billina Demand at $3. 135
per Kw.
Next 40 Kw of Billing Demand at $2 . 166
per Kw.
Over 70 Kw of Billing Demand at $1. 425
per Kw.
Energy Charge:
First 100 Kwhr per Kw of Billing Demand
at 1 . 82� per Kwhr.
Next 200 Kwhr per Kw of Billing Demand
at 1. 37� per Kwhr.
Over 300 Kwhr per Kw of Billing Demand
at . 74(, .
(3) Electric space heating rider: Where
permanently installed electric space
heating equipment is the exclusive source
of heating in the building , the monthly
rate shall be the same as above during
October through May except the demand
charge for the first 70 Kw of billing
demand shall be $1. 824 per Kw and the
first 100 Kwhr per Kw of biling demand
shall be at 1. 710� per Kwhr.
(4) Billing demand: The billing demand shall
be the maximum measured 30-minute integrated
demand in the billing month.

(5) Minimum bill : The monthly minimum bill
shall be the highest demand charge in
the current or preceding eleven months .
(6) Power factor adjustment: A power factor
adjustment may be made, at the option
of the city, when the power factor at the
time of maximum monthly demand is less
than 850 lagging. If the power factor
is less than 850 , the billing demand may
be increased as follows :
(85o Minus Measured Power Factor) times
1. 5 times (Current Month Measured. Demand)
(7) Service facilities : The city shall furnish
as a standard installation facilities
adequate to supply service at a single
point of delivery to a normal load equal
to the maximum 30-minute demand of the
customer. Each standard installation
shall include where necessary, facilities
for one standard transformation and the
demand and energy consumption of the
entire premises .
(8) Excess facilities charge: In the event
service facilities in addition to, or
different from, a standard installation
are requested by the customer, or are
required to serve the customer' s load,
the city shall furnish, install, and
maintain such facilities subject to the
following considerations :
(a) The type, extent, and location of
such service facilities shall be
determined by agreement between
the city and the customer.
(b) Such service facilities shall be
the property of the City of Ames
Electric Utility.
(c) The customer shall pay a montly rental
charge on those facilities in excess
of the facilities included in a
standard installation.
(d) If the optional or nonstandard
facilities are used for other
customers also, the rental payable
by the customer shall be that portion
of the total rental which is reason-
ably assignable to the customer.
(9) Multiple metering: Where two or more
demand metering installations are provided,
the maximum 30-minute demand shall be
determined by adding together the
separate demands at each metering installa-
tion. However, primary metering may
be installed to measure the total demand
at one point, if feasible. Where two
or more watthour metering installations
are provided, the total Kwhr used for billing
purposes shall be determined by adding
together the Kwhr metered at each install-
ation . However, the maximum demand and
Kwhr supplied at two or more premises will
not be combined for billing purposes
hereunder.

(10) Primary service: Customers who take
service at primary voltage shall be
granted discounts as follows :
(a) 1 1/2% of the demand and energy
charge where metering is on the high
voltage side of City-owned trans-
formers .
(b) 5% of the demand charge and 1 1/2%
of the energy charge where metering
is on the high voltage side of
customer-owned transformers .
(11) Conditions:
(a) General condition (a) as set forth
in section 36-8005 applies.
(b) The following specific conditions
also apply:
(1) The customer ': total usage
on a single premises shall
determine whether the customer
qualifies for service under
this rate structure. In no
event will the customer be billed
on both the General Power and
Large Power rates . A premise
is defined as the main building
of a commercial or industrial
establishment, and shall include
the outlying or adjacent buildings
used by the same provided the
use of service in the outlying
buildings is supplemental and
similar to the service used in
the main building.
(2) Before the space heating rider
is put into effect, the heating
system shall be inspected and
approved by the City of Ames
Electrical Utility.
(3) Fluctuating loads . If use of
energy is intermittent or subject
to violent fluctuation , the
city may base the metered demand
upon a 10-minute demand period,
or add to the 30-minute measured
demand an amount equal to 65%
of the rated capacity in Kw of
apparatus which causes such
fluctuations.
Section 3 . Any and all ordinances in conflict herewith
are hereby repealed.
Section 4 . This ordinance shall be in full force and
effect from and after its passage and publication as required
by law.
