HomeMy WebLinkAbout~Master - Amending Chapter 12 of Municipal Code; Changing Ward and Precinct Boundaries ORDINANCE NO. 2451 N ORDINANCE AMENDING CHAPTER #12 , ARTICLE II OF THE MUNICIPAL ODE OF THE CITY OF AMES, IOWA; REPEALING SECTIONS 12-2002 , 12- 2003 , 12-2004 , 12-2005, 12-2006 , 12-2007 AND 12-2009 ; ESTABLISHING NEW SECTIONS TO BE NUMBERED 12-2002 , 12-2003 , 12-2004 , 12-2005 , 12-2006 , 12-2007 , AND 12-2009; CHANGING WARD AND PRECINCT BOUNDARIE ; EPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HERE- ITH AND ESTABLISHING AN EFFECTIVE ,DATE. IT IS ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES , IOWA: Section 1. Sections 12-2002 , 12-2003 , 12-2004 , 12-2005, 12- 2006 , 12-2007 and 12-2009 of the Municipal Code of the City of Ames Iowa, as hitherto existing are hereby repealed. Section 2. New Sections to be numbered 12-2002 , 12-2003 , 12-2004 , 12-2005, 12-2006 , 12-2007 , and 12-2009 are hereby added o the Municipal Code of the City of. Ames , Iowa, as follows : Sec. 12-2002 . First Ward described. The First Ward consists of that part of the City of Ames which lies north of the extension of Airport Road east to Interstate 35; and east of a line described as beginning at the intersection of Duff Avenue and Airport Road and proceeding north along Duff Avenue to its inter- section with Squaw Creek and proceeding westerly along Squaw Creek to its intersection with South Maple Avenue and proceeding north along South Maple Avenue to its intersection with South Second Street and proceeding east along South Second Street to its intersection with South Oak Avenue and proceeding north along South Oak Avenue, to its intersection with Lincoln Way and proceed- ing west on Lincoln Way to its intersection with Squaw Creek and proceeding north along Squaw Creek to its intersection with the Chicago and Northwestern Railroad track; thence southeasterly along that track to its inter- section with Grand Avenue and proceeding north along Grand Avenue to the corporate boundary. Sec. 12-2003 . Second Ward described. The Second Ward consists of that part of the City of Ames lying north of Lincoln Way between two boundary lines described as follows : The east boundary-beginning at the point where Squaw Creek intersects with Lincoln Way and proceeding north along Squaw Creek to its intersection with the Chicago and Northwestern railroad track; thence southeasterly along the Chicago and Northwestern railroad track to its intersection with Grand Avenue and proceeding north along Grand Avenue to the corporation boundary. The west boundary-beginning at a point on Lincoln Way to the west of Linden Hall proceeding to the north on the west side of Linden Hall, to Richardson Court; thence north along Richard Court to Barton Hall; thence to the west, north and east around Barton Hall back to Richardson Court; and proceeding north on Richardson Court and the extension thereof west of Elm Hall to the intersection of Wallace Road; and proceeding north along Wallace Road to Wilson Road and proceeding north on Wilson Road and the extension thereof to where it intersects with the west boundary of Hawthorn Court and thence north along such boundary as extended to its intersection with Thirteenth Street and proceeding west along Thirteenth Street to its intersection with Stange Road and proceeding north along Stange Road to the southeast corner of the SW 1/4 of the -2- NE 1/4 of Section 33 , Township 84 North, Range 24 West of the 5th P .M. , Story County, Iowa, then west along said 1/4 1/4 section line to the corporate limits. Sec. 12-2004. Third Ward described. The bird Ward consists of all that part of the City of Ames which lies south of a line described as : Beginn- ing at the point where Airport Road extended east inter- sects Interstate 35, thence westerly along said Airport Road extended to Duff Avenue and proceeding north along Duff Avenue to its intersection with Squaw Creek and proceeding westerly along Squaw Creek to its intersection with South Maple Avenue and proceeding north along South Maple Avenue to its intersection with South Second Street and proceeding east along South Second Street to its inter- section with South Oak Avenue and proceeding north along South Oak Avenue to its intersection with Lincoln Way and proceeding west on Lincoln Way to the corporate boundary. Sec. 12-2005. Fourth Ward described. The Fourth Ward consists of that part of the City of Ames which lies north of Lincoln Way and west of a line described as : Beginning at a point on Lincoln Way to the west of Linden Hall proceeding to the north on the west side of Linden Hall, to Richardson Court; thence north along Richardson Court to Barton Hall; thence to the west , north and east around Barton Hall back to Richardson Court; and proceeding north on Richardson Court and the extension thereof west of Elm Hall to the intersection of Wallace Road and proceeding north along Wallace Road to Wilson Road and proceeding north on Wilson Road and the extension thereof to where it intersects with the west boundary of Hawthorn Court and thence north along such boundary as extended to its intersection with Thirteenth Street and proceeding west along Thirteenth Street to its intersection with Stange Road and proceeding north along Stange Road to the SE corner of the SW 1/4 of the NE 1/4 of Section 33 , Township 84 North, Range 24 West of the 5th P .M. , Story County, Iowa, thence west along said 1/4 1/4 section line to its intersection with the corporate limits. Sec. 12-2006 . First Ward voting precincts . The First Ward is divided into voting precincts known and hereinafter described : (a) First Ward, Precinct No. 1. First Ward , Precinct No. 1, consists of that part of the First Ward lying south of Fifth Street and west of Duff Avenue. (b) First Ward, Precinct No. 2. First Ward , Precinct No. 2 , consists of that part of the First Ward lying east of Duff Avenue and south of a line beginning at the intersection of Duff Avenue and Fourteenth Street proceeding east on Fourteenth Street to Glendale Avenue; thence south on Glendale Avenue to Thirteenth Street; thence east on Thirteenth Street to the corporate limits , thence southerly and easterly along said corporate limits to the most easterly point of the corporate bound- ary. (c) First Ward, Precinct No. 3 . First Ward , Precinct No. 3 , consists of that part of the First Ward lying west of Duff Avenue between Fifth Street on the south and Eleventh Street on the north. -3- (d) First Ward, Precinct No. 4. First Ward, Precinct No. 4 , consists of that part of the First Ward lying south of Sixteenth Street and west and north of a line beginning at the intersection of Sixteenth Street and Glendale Avenue, proceeding south on Glendale Avenue; thence west on Fourteenth Street to Duff Avenue; thence south on Duff Avenue to Eleventh Street; thence west on Eleventh Street to the ward boundary. (e) First Ward, Precinct No. 5. First Ward, Precinct No. 5, consists of that part of the First Ward lying south of Twentieth Street and Twentieth Street extended to the east to the corporate boundary and north of a line described as follows : Beginning at the intersection of Grand Avenue and Sixteenth Street, proceeding east on Sixteenth Street to Glendale Avenue; thence south on Glendale Avenue to Thirteenth Street;; thence east on Thirteenth Street to the corporate limits, thence southerly and easterly along said corporate limits to the most easterly point of the corporate boundary. (f) First Ward, Precinct No. 6. First Ward, Precinct No. 6 , consists of that part of the First Ward lying north of Twentieth Street and Twentieth Street extended to the corporate boundary. Sec. 12-2007 . Second Ward voting precincts . The Second Ward is divided into voting precincts known and 'hereinafter described: (a) Second Ward, Precinct No. 1. Second Ward , Precinct No. 1, consists of that part of the Second Ward lying east of Squaw Creek and south of a line de- scribed as : Beginning at the intersection of Thirteenth Street and Squaw Creek proceeding east on Thirteenth Street to Northwestern Avenue; thence south on Northwestern Avenue to Twelfth Street; thence east on Twelfth Street to the ward boundary. (b) Second Ward, Precinct. No. 2. Second Ward , Precinct No. 2 , consists of that part of the Second Ward bounded by a line described as follows : Beginning at the intersection of Twelfth Street and Grand Avenue proceeding west on Twelfth Street to North- western Avenue; thence north on Northwestern Avenue to Thirteenth Street; thence west on Thirteenth to Squaw Creek; thence northwesterly along Squaw Creek to its intersection with Elwood Drive (propose a) thence north along Elwood Drive (proposed) to Twenty- fourth Street; thence east along Twenty-fourth Street to the Chicago and Northwestern Railroad tracks ; thence southeasterly along the said tracks to Twentieth Street; thence east on Twentieth Street to Northwestern Avenue; thence south on Northwestern Avenue to Sixteenth Street; thence east on Sixteenth Street to the ward boundary. (c) Second Ward, Precinct: No. 3. Second Ward, Precinct No. 3 , consists of that part of the Second Ward lying south of Twenty-fourth Street and north and east of a line described as follows : Beginning at the inter- section of Sixteenth Street and Grand Avenue pro- ceeding west on Sixteenth Street to Northwestern Avenue; thence north on Northwestern Avenue to Twentieth Street; thence west on Twentieth Street t the Chicago and Northwestern Railroad tracks ; thence northwesterly along said tracks to Twenty-fourth Street. I -4- ,/Ad) Second Ward, Precinct No. 4. Second Ward, Precinct No. 4, consists of that part of the Second Ward lying north of Twenty-fourth Street. (e) Second Ward, Precinct No. 5. Second Ward, Precinct No. 5, consists of that part of the Second Ward lying to the north of the Chicago and Northwestern Railroad track and west of a line described as follows : Beginning at the intersection of Squaw Creek and the Chicago and Northwestern Railroad tracks proceeding northwesterly along Squaw Creek to the intersection with Elwood Drive (proposed) ; thence north along Elwood Drive (proposed) to the Chicago and Northwestern Railroad track; thence northwesterly along said railroad track to the corporate boundary. (f) Second Ward , Precinct No. 6 . Second Ward , Precinct No. 6 , consists of that part of the Second Ward lying immediately to the south of the main line of the Chicago and Northwestern Railroad tracks. Sec. 12-2009 . Fourth Ward voting precincts . The Fourth Ward is divided into voting precincts known and hereinafter described: (a) Fourth Ward, Precinct No. 1. Fourth Ward, Precinct No.. 1, consists of that part of the Fourth Ward bounded by a line described as follows : Beginning at the intersection of Lincoln Way and Campus Avenue proceeding north on Campus Avenue to West Street; thence east on West Street to Sheldon Avenue; thence north and northwest on Sheldon Avenue to Hyland Avenue ; thence west on Oakland Street to Franklin Avenue; thence south on Franklin Avenue to Woodland Street; thence west on Woodland Street to Westwood Drive; thence south on Westwood Drive to Story Street; thence west on Story Street to Marshall Avenue; and thence south on Marshall Avenue to Lincoln Way. (b) Fourth Ward, Precinct No. 2 . Fourth Ward, Precinct No. 2 , consists of that part of the Fourth Ward lying to the west and south of a line described as follows : Beginning at the intersection of Marshall Avenue and Lincoln Way proceeding north on Marshall Avenue to Story Street; thence east on Story Street to Westwood Drive; thence north on Westwood Drive to Woodland Street; thence east on Woodland Street to Franklin Avenue; thence north on Franklin Avenue to Oakland Street; thence east on Oakland Street to Hyland Avenue; thence north on Hyland Avenue to Ross Road; thence westerly along Ross Road to Wisconsin Avenue; thence north on Wisconsin Avenue to Ontario Street; thence west on Ontario Street to Michigan Avenue; thence south on Michigan Avenue to Ross Road; thence west on Ross Road to Garfield Avenue; thence north on Garfield Avenue to Ontario Street; and thence west on Ontario Street to the corporate limit. (c) Fourth Ward , Precinct No. 3. Fourth Ward, Precinct No. 3 , consists of that part of the Fourth Ward lying to the north (and west) of the line described as follows : Beginning at the point where Ontario Street intersects with the corporate boundary pro- ceeding east on Ontario Street to Garfield Avenue; -5- thence south on Garfield Avenue to Ross Road; thence east on Ross Road to Michigan Avenue; thence north on Michigan Avenue to Ontario Street; thence east on Ontario Street to Wisconsin Avenue; thence south on Wisconsin Avenue to Ross Road; thence east on Ross Road to Hyland Avenue; thence north on Hyland Avenue and Hyland Avenue extended to the north to the main line of the Chicago and Northwestern Rail- road track; thence southeasterly along said railroad to South Drive in Pammel Court;thence westerly along South Drive and South Drive extended to where it intersects with Squaw Creek; thence northeasterly along Squaw Creek to Stange Road. (d) Fourth Ward, Precinct No. 4 . Fourth Ward, Precinct No. 4 , consists of that part of the Fourth Ward bounded by a line described as follows : Beginning at the intersection of the main line of the Chicago and Northwestern Railroad and Stange Road, proceed- ing north on Stange Road to South Drive in Pammel Court; thence west and northwesterly along South Drive and the extension thereof to Squaw Creek; thence northwesterly along Squaw Creek to Stange Road; thence south, east, and south along the ward boundary to its intersection with the main line of the Chicago and Northwestern Railroad track; thence northwesterly along said railroad track to the point of beginning. (e) Fourth Ward, Precinct No. 5. Fourth Ward, Precinct No. 5, consists of that part of the Fourth Ward lying east and south of a line described as follows : Beginning on Lincoln Way at a point immediately to the west of Friley Hall; thence to the north, east and north again between Friley Hall and Helser Hall to Union Drive;thence west along Union Drive to Sheldon Avenue; thence north and northwesterly along Sheldon Avenue to Hyland Avenue; thence north along Hyland Avenue and Hyland Avenue extended to the main line of the Chicago and Northwestern Railroad track; thence southeasterly along said railroad track to the east ward boundary. (f) Fourth Ward, Precinct No. 6. Fourth Ward, Precinct No. 6 , consists of that part of the Fourth Ward bounded by a line described as follows : Beginning at the intersection of Campus Avenue and Lincoln Way proceeding north on Campus Avenue to West Street; thence east on West Street and Union Drive to a point between Helser Hall and Friley Hall; thence southwesterly and south again to the east of Helser Hall and to the west of Friley Hall to a point on Lincoln Way. Section 3. All ordinances and parts of ordinanfes in con- flict herewith are hereby repealed. Section 4 .
