AN ORDINANCE REGULATING THE CONSTRUCTION AND RECONSTRUCTION OF
l BUIIipINGS SO AS TO BETTER ACCOMMODATE PHYSICALLY HANDICAPPED AND
� ELDERLY CITI.ZENS..
} BE. IT ORDAINED. BY THE CITY COUNCIL OF THE CITY OF AMES,
IOWA;
(` Section 1. p'urpos'e 'and` `Scope.
The purpose of this ordinance is to increase the access-
i,bility of public places to physically handicapped and elderly
persons. It shall be applicable to buildings on which construction
is begun after, the effective date hereinafter provided and when,
after the effective date hereof, additions , alterations or repair
} within any twelve (12) month period exceed fifty percent (5.0%) of
the value of an existing building or structure and entail the re
I� moval of interior walls or ceilings thereof, such building shall f
f� be made to conform to the reciuirements of this ordinance.
Section 2. Toilet Room Facilities.

j In all toilet rooms or bathrooms , except those intended to
I}' serve only one dwelling unit or hotel or motel room, the doors to
such rooms shall be at least thirty inches 'CU.") . in width, .and
there shall be;
!� (1) Where water closet compartments are provided, at
least one such compartment shall have a width of thirty-
six inches (3.611 ) or more, and it shall be accessible by i
{! a clear Space unobstructed by door swing, grab bars or
similar items of not less than thirty-two inches (3.2" )
in front of the toilet stool. Grab bars shall be
con-veniently provided on one or more sides and the. back of
ji each such compartment or room.
I, (2) Where mirrors are provided, one mirror shall be
installed within forty inches (4.0" ) of the floor.

1� (3.) Where towel and disposal fixtures are provided, one
I� shall be installed within forty inches (.4.0.") of the floor.

t) (4.) Where lavatories are installed., at least one lavatory
shall be constructed within thirty-five inches (35") of
�i the 'floor And shall have a clear space underneath;
provided, however, that all apartments, hotels and motels of ten
(1.0) units. or more shall construct at least ten percent (1.0%) of
`I said units in compliance With the above. recluirements.
(� Section 3. 'Drinking Fountaja n•s.
' Where drinking fountains are provided, at least one shall
have a drinking spout within thirty-three inches (33") . of the
,i floor and shall have up-front hand operated controls. Where suchl
ffountain is recessed, the recess and extended access thereto shall
f be not less than thirty-two. inches (3.211 ) in width.
Section 4. Public Telephones.
Where public telephones are provided, at least one shall
j be installed so that the headset, dial, and coin receiver are
�fwithin forty inches (40" ) of the floor. Unobstructed access with
in twelve inches (1.2" ) of the telephone shall be provided. Such
access shall not be less than thirty-two inches (3.2" ) in width
and depth.

l Section 5. Change in Floor Level at 'Doors.

In all buildings , except those intended and used solely as
fj residences for ten CIO). families or less , ,there shall be a floor
or landing on each side of all, interior doorways, and such floor
�Ior landing shall be provided for at least one exterior entryway. j
said floor or landing level Shall ;not be more than one inch (1 ) f
t{� lower than the threshold of the doorway. Where a door opens over
4� a landing at the. head or foot of the stairway, the landing shall
�j have a length of not less than five feet -05.1 ).. In all apartments
'( hotels and motels of ten (1.0) units or more, at least ten percent
(.10%) of the units will have doorways with a threshold of not mor
i than one inch (1" ) above floor or grade level.
Section 6. Corridors and Exterior Exit Balconies.
Where more than one exit is recluired, such exits shall be
�j located and arranged to permit travel in opposite directions froml
�1 any point in the corridor to a separate exit, except for a dead-
it end corridor. Where a corridor or exterior exit balcony is acc-
essible to an elevator, changes in elevation of the floor shall
be made by means of a ramp.
Section 7. S+ecial Access 'Features.

Section 8. Ramps•

This section shall apply to every ramp which serves as an
i` exit.
{ (a) The width of ramps shall be -.same as is required for
stairways.
{� (b) damps required by Section 7 shall not exceed a slope

ramps shall not exceed one vertical to eight horiz
ontal.

(a) A ramp having a slope exceeding one vertical to fifteen
horizontal shall have handrails as required for stair '
ways , except that intermediate handrails need not be
i` provided. Such handrails shall extend at least one
foot beyond either end of the ramp.

(e) . The surface of a ramp shall be roughened or shall be 1
finished with non-slip materials.
Section 9. when Effective..
