HomeMy WebLinkAbout~Master - Relating to Air Traffic (1 ORDINANCE NO. 2436 AN ORDINANCE AMENDING THE MUNICIPAL, CODE OF THE CITY OF AMES, IOWA,; BY ADDING TO CHAPTER #24 THEREOF NEW SECTIONS TO BE DESIGNATED I 1 24-2023, 24-2024, and 24-2025; ESTABLISHING MINIMUM ALTITUDES AND II it OTHER REGULATIONS FOR THE OPERATION OF AIRCRAFT WITHIN AND OVER i j1THE CORPORATE LIMITS OF THE CITY OF AMES, IOWA; REPEALING ALL !, ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH AND ' ESTABLISHING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL FOR THE CITY OF AMES, I IJIOWA, that the Municipal Code for the City of Ames be, and the ) same is hereby amended, by adding to Chapter #24 new sections as follows: �I Sec. 24-2023 . Air Traffic Rules to be Observed. i 1; No aircraft shall be operated over or within the � I jurisdiction of the City of Ames in violation of the I' air traffic rules which have been or may hereafter be established by the Federal Aviation Administration of the United States and the ordinances of the City of Ames . { ' Sec. 24-2024 . Minimum Altitudes . Except when necessary for takeoff or landing, no �( person may operate an aircraft below the following i� altitudes : I (a) Anywhere . An altitude allowing, if a power unit fails , an emergency landing without undue 1' hazard to persons or property on the surface . II (b) Over Congested Areas . Over any congested area of the City of Ames , or over any open air I assembly of persons , an -altitude of one-thousand i j (1,000) feet above the highest obstacle within a horizontal radius of two-thousand (2, 000) feet of the aircraft. I (c) Over Other Than Congested Areas . An altitude {I of five-hundred (500) feet above the suf ace , except over open water or sparsely populated areas . In {� that case, the aircraft may not be operated closer than five-hundred (500) feet to any person, vessel, �} vehicle, or structure . I! I `j (d) Helicopters . Helicopters may be operated at � less than the minimums prescribed in paragraph (b) or (c) of this section, if the operation is conducted I without hazard to persons or property on the surface, however, in no event shall a helicopter be operated at an altitude of less than five-hundred (500) feet over any open air assembly of persons , except when in the process of takeoff or landing. In addition, each person operating a helicopter shall comply with j� the routes or altitudes specifically prescribed for helicopters by the Administrator of the Federal Aviation Administration. 11 j i f -2- ,j Sec. 24-2025. Landings Prohibited on Unauthorized Sites . {{ Except fof emergency landings , no person shall land 4 any aircraft on any site not approved for such landing by the City Council . i; , Section 2 . All ordinances and parts of ordinances in conflict herewith are hereby repealed. Section 3 .
