Smith, Mayor and Ames City Council Members : Re: Regulation of Aircraft Altitudes Some time ago the City Council asked that I study the matter of regulating the height of aircraft over the City of Pores and make some recommendations to the Council. As you will recall , the request was motivated by an incident involving a low pass by a helicopter over the crowd assembled to watch an I .S.U. football game. I have prepared a form of ordinance which pays particular att- ention to the operation of aircraft over open air assemblies . The ordinance recognizes the authority of the F.A.A. and could not be used to prosecute a pilot for an action that was clearly authorized by rule or order of the F.A.A. It would, however, provide a local pilots who violate F.A.A. regulations to the detriment of remedy against the public' s safety. The form of ordinance is patterned, for the most part, after one adopted by the City of Cincinatti , Ohio. The ordinance also prohibits unauthorized landing fields , a matter which may also be of interest to the City Council. Copies of the form of ordinance I have prepared are being sent to the City Manager and the Manager of the Ames Airport for comment suggest that before the Council take any and recommendations .
