Possible Changes:
1c The block bounden by Grand, 20th, Wilson, and 18th can
be transferred from 2-3 (changring it from 1489 to
1445) to 1-5 ( changing it from 172.0 to 176410 so that
the ward boundary runs streight up Grand. This changes
Ward 1 from 9901 to 9945 and Ward 2 from 9904 to 9860,
increasing the range in .Wards from 57 to 98.
2m The part of Pammel West south of south drive can be
transferred from 4-3 to 4c4, changing h-3 from 1392 to
1028 and 4-4 from 1397 to 1761. This affects no wards,
but increases the spread in precincts from 463 to 827.
When 13th Street is extended there would be no problems
with the precinct 4-3 as drawn on the mad;, but until then
the two parts of the Dreceinct would be a bit awkwardly
separated.
Notations
1, The University®s Spring 1970 enrollment figures for dormitories
were used. The following table shows the occupancy of each
dorm and its precinct under this plan:

The dorms in census tract 8 add up to 4LL57 while the census
figure is 4572; the other 115 were presumably the Robert Parks
family, occupants of Alumni Hall, occupant: of the Memorial
Union, etc , They are included in precinct 4-50
20 The census figures for census tract 5, which Is the Universit ,
Married Community, imply average occupancy per unit ranging
from 0 in pants of Hawthorn to over 5 in Pammel East Thus
we have retained only the census figure for University 'tillage
(1323) , which seems correct, and averaged the other 2270 to
2.600 persons per unit in Pammel and Hawthorn. The breakdown
we have used is as follows:
