HomeMy WebLinkAbout~Master - Prescribing Standards of Municipal Hospital ys - ORDINANCE NO. 2159 AN ORDINANCE PRESCRIBING STANDARDS AND PROCEDURES FOR THE ADMINISTRATION AND OPERATION OF THE MUNICIPAL HOSPITAL OF THE CITY OF AMES, IOWA,, KNOWN AS "MARY GREELEY MEMORIAL HOS- PITAL; " CREATING A HOSPITAL ADVISORY BOARD TO AS S IS T IN THE ADMINISTRATION THEREOF,; PRESCRIBING THE DUTIES OF THE HOSPITAL ADVISORY BOARD AND THE HOSPITAL ADMINISTRATOR; REPEALING ALL OF CHAPTER 16 OF THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA, AS HITHERTO EXISTING AND ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. IT IS ORDAINED BY THE CITY COUNCIL OF THE CITY OF AMES., IOWA: Section 1. Chapter 16 of the Municipal Code of the City of Ames, Iowa.; as amended and as hitherto existing, is repealed. Section 2. A new Chapter] known as Chapter 16, is added to the Municipal Code of the City of Ames,: Iowa, and is as follows : 16-1. Hospital Advisory Board Created. "There is created a Hospital Advisory Board consisting of five members who shall serve without compensation. The Mayors with the consent of the City Council, upon the taking effect of this Chapter, shall nominate and appoint five electors of the City of Ames, Iowax as members of the Hospital Advisory Board. Two of the members so appointed shall serve until April la 1967; two of the members so appointed shall serve until April 1, 1968; and one member so nominated shall serve until April 1, 1969. Members subsequently appointed by the Mayor with the approval of the City Council shall serve for a term of three years; provided,x howeverx that no members of the Board are eligible for more than one reappointment to the Board and in no case shallo in the aggregate, serve more than six years. Vacancies on the Board shall be filled by appointments in the same manner for the unexpired terms. Any and all members may be removed by the Mayor with the approval of the City Council at any time and for any reason. " 16-2. Duties of the Hospital Advisory Board. The Hospital Advisory Board shall advise and make recommendations to the City Council on matters relative to the management and supervision of the Ames Municipal Hospital, known as 'Mary Greeley Memorial Hospital. ' The Hospital Advisory Board shall meet regularly with the Hospital-Medical Staff and the Admin- istrator of the Hospital. The Hospital Advisory Board shall make monthly reports to the City Council on the Hospital activ- ities, and keep the City Council fully informed as to the plans and needs of the Hospital. " 16--3. Organization of the Board and Duties of the Secre- tary, "Immediately upon the appointment of the members of the Hospital Advisory Board;, the Board shall organize and select one member as Chairman of the Board and shall appoint a Secretary to the Board. The Secretary shall keep minutes of all Board activ- ities, and shall submit copies thereof to the members of the City Council and the City Clerk. " 16-4. Hospital Administrator; Appointment and Duties. "The Hospital Advisory Board= with the advice and consent of the City Council., shall appoint a Hospital Administrators who shall be the head of all personnel employed by the City at the Hospi- tal, and shall have full charge of the management and control of the Hospital,, subject to the Laws of the State of Iowa, the Ordinances and Resolutions of the City of Ames,, Iowa, and the policy directives from the City Council of the City of Amesx, Iowa. The Administrator shall submit an annual report to the Hospital Advisory Board and to the City Council during the month of January of each year on the previous yearl's Hospital activities. " 16--5. Hospital Budget. "The Administrator shall;, prior to June It of each year, prepare and submit to the City Council a proposed budget for the following fiscal year in a form con- sistent with and according to the bookkeeping and financial record system of the City of Amest Iowa. " Section 3. All other ordinances and parts of ordinances in conflict herewith are repealed. Section 4.
