ORDINANCE NO. 2082
AN ORDINANCE REPEALING CIIAPTFR 7 OF THE MUNICIPAL CODE OF
THE CITY OF A MES, IOW A; AND PROVIDING FOR THE OFFICE OF CITY
MANAGER AND THE DITTIES AND POWERS OF SUCH OFFICE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY Oh' AMES, IOWA:
Section 1: That Chapter 7 of the Municipal Code of the City of
Ames, Iowa be and the same is hereby repealed; and the following be and
the same is hereby enacted in lieu thereof to be known as Chapter 7 of the
Municipal Code of the City of Ames, Iowa:.
CHAPTER 7
CITY MANAGER
7- 1 Office Created. By virtue of the authority conferred by Chapter
363D, Code of Iowa, 1962, the office of City Manager is hereby
created and continued in the City.
7-2 Appointment. The City Manager shall be appointed by a majority
vote of the City Council at a regular meeting, and the manager shall
hold office during the pleasure of the City Council, and be subject to
removal only by a majority vote thereof.
7-3 Manager supersedes appointive officers. Whenever, by ordinance
of the Council the powers and duties heretofore vested in any other
appointive municipal offices are to be wholly, performed by the
city manager, then no such appointment of such appointive offices
shall be made, and any appointment of such offices made prior to
the adoption of such ordinance shall be thereby cancelled.
7-4 Administrative Assistants. The City Manager is hereby em-
powered to appoint, with the approval of the Counsel, such adminis-
trative assistants as he shall deem advisable.
7-5 Duties and Powers. The Duties and powers of the City Manager
shall be as follows, and he shall perform such other and further
duties as may at any time be designated by appropriate action of
the council:
7-5. 1 Department of Finance. He shall have charge and control of
the Department of Finance which shall be under the supervision of
the Director of Finance and which shall consist of the financing,
auditing, planning, reporting and controlling of the financial affairs
of the City.
7-5. 2 Department of Engineering, fie shall have charge and control
of the Department of Fngineering which shall be under the super-
vision of the Cl.ty L`ngineer and shall have charge of the making and
pt ,_servation of ,;tl surveys, maps, plans, (irawings, specifications,
and estimates for public works and public ...,pt ovements.
7-5. 3 Department of Public Works, lie s , y gave charge and

supervision of the `Director of 1Jublic Works, which department

ol, parkin; lots and parking meters, airport and cemetery,

said cemetery shall be kept by the City Clerk.
7-5. 4 Department of Electric Utility. He shall have charge and
control of the Department of Electric Utility which shall be under the
supervision of the Director of Electric Utility, and which shall con-
sist of the municipal electric power plant, distribution systems
and interconnections with other electric utilities or plants.
7-5. 5 Department of Water Pollution Control. He shall have
charge and control of the Department of Water Pollution Con-
trol which shall be under supervision of the Director of Water
Pollution Control, and which shall consist of the municipal water
plant, distribution system and water supply system, and the
municipal sewage treatment plant and outfall sewers.
7-5. 6 Department of Sanitation. He shall have charge and
control of the Department of Sanitation which shall be under the
supervision of the City Sanitarian, and which shall consist of
the inspection and enforcement of the sanitation and health re-
quirements and rules in the city.
7-5. 7 Fire Department. He shall have charge and control of
the Fire Department which shall be under the supervision of
the Chief of the Fire Department.
7-5. 8 Department of Central Services. He shall have charge
and control of the Department of Central Services which shall
be under the supervision of the Director of Central Services
and which shall consist of the care and preservation of all
equipment, tools, appliances and personal property of the city,
the purchasing of all supplies and equipment for all departments
of the city, and central stores and services.
7-5. 9 Inspection Department. He shall have charge and control
of the inspection department which shall be under the supervision
of the building inspector, and which shall consist of the inspection
and enforcement of the zoning ordinances and the building codes
and ordinances of the City.
7-5. 10 Police Department. He shall have such charge and
control of the Police Department as the Mayor may at any time
in writing delegate.
7r6 Attendance at Council Meetings. He shall attend all meetings
of the Council, and from time to time recommend to the council
such measures as he may deem necessary for the better adminis-
tration and government of the City.
7-7 Reports to Council. He shall keep a full and complete record
of all transactions and of the persons employed and the compen-
sations paid them. At the end of each fiscal year and at such other
times as the Council may call therefor, he shall make a complete
report of all matters under his control.
7-8 Budget. He shall be responsible for the budgeting of the City
and shall on or before August first of each year prepare and sub-
mit to the Council an annual budget on the basis of estimates of
the expenditures of all of the Departments and Boards of the City,
and to this end he may demand of any Board or Department that
its budget estimates be submitted to him at such time as he may
determine necessary to complete the total budget. Any delinquiancy
is De;;. rtmental or Board budgetin'-7 shall be reported to the Council.
7-9 Employees. He shall have power and authority to employ such
assistants, department heads and other employees as are deemed
necessary and fix the compensation thereof. He shall have power
and authority to suspend or discharge any assistant, department
head or other employee that he has power to appoint or employ,
subject to civil service requirements.

as the Council may determine, which salary shall be paid semi-
monthly, partly from the general funds or municipal utilities
funds, in such proportions as may be designated and determined
by the Council. His salary may be increased or decreased from
time to time by agreement between said officer and the Council.
Section 2. All ordinances or parts of ordinances in
conflict with the provisions of this ordinance are hereby repealed.
Section 3. This ordinance shall be in full force and

This is to certify that Ordinance No. 2082
was passed by the City Council of the City of Ames , Iowa,
on the 3rd day of August, 1965; that the same has not
been signed by the Mayor and he has not returned the same to
the City Council with his reasons for failure to sign said
Ordinance, nor has he called a meeting of the Council within
14 days after August 3 , 1965 all as provided by Section
366.5 , Code of Iowa; and that said Ordinance No. 2082 is
therefore operative without such signature.
