HomeMy WebLinkAbout~Master - Repealing Chapter 6 of Municipal Code and Ordinance 918 J ORDINANCE NO. 2077 AN ORDINANCE REPEALING CHAPTER 6 OF THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA, AND ORDINANCE NO. 918 OF THE CITY OF AMES, IOWA; AND, PROVIDING FOR THE OFFICE OF CITY CLERK AND THE DUTIES AND POWERS OF SUCH OFFICE. ` Be It Ordained By The City Council of The Citv of Ames, Iowa: Section 1. That Chapter 6 of the Municipal Code of the City of r Ames, Iowa, and Ordinance No. 918 be and the same are hereby repealed; and, the following be and the same is enacted in lieu thereof to be known as Chapter 6 of the Municipal Code of the City of Ames, Iowa: CHAPTER 6 CITY CLERK 6-1 Appointment. At the first meeting after the biennial election, the city council shall appoint a city clerk, who must be a qualified elector residing within the city. 6-2 Oath and Fond. Within ten days after his appointment the city clerk shall qualify by taking his oath and execute his official bond with sureties to be approved by the council. Such oath shall be filed in the office of the city clerk. 6-3. Powers and Duties Generally. The city clerk shall exercise all the powers and perform all the duties provided or prescribed by state law, the provisions of this code or other ordinances of the city. 6-4 Attendanee at Council Meetings. He shall. attend all meetings of the council, and keep an accurate ,.15 , ,a i`eCCiJC( Jl all f31`tIC�Ceulilgci ti%uu, by the council, and the same shall at all times be open to the public. 6-5 List of Accounto and Claims. The city clerk zhall furnish the director of finance as soon as possible after each meeting of the council, with a list of all accounts and claims allowed and orders foi- the payment of money, giving the name of the person to whom allowed, the amount allowed, upon what fund and for what purpose. 6-6 Publish Statement of Proceedings and Accounts. He shall immediately following a regular or special meeting of the council, prepare a condensed.statement of the proceed- ings of the council, including the total expenditure from each municipal fund, and cause the same to be published in a newspaper of general circulation in the city, said statement to include a list of all claims allowed and a summary of all receipts. 2. 6-7 Record all Ordinances. He shall record-all ordinances in a book kept for that purpose as soon as may be done after their passage. When recorded said ordinances shall be authenticated by the signatures of the presiding officer and the clerk. Immediately following the record of every ordinance he shall append a certificate, stating the time and manner of publication thereof. 6-8 Recording.of Records. He shall immediately after the passage of any ordinance or resolution establishing any restricted district, building lines or fire limits, change in name of a platted street, or voluntary annexation of territory to the city, certify such ordinance or resolution and plat, if any, to the county recorder. r 6-9 Copies of Records. He shall furnish free to any city official a copy of any record, paper or public docu- ment made or filed in his office, when the same shall be necessary to said officer in the discharge of his duties; and, he shall furnish copies of such documents to any-other person, when requested, upon the payment of a fee therefor, which shall be the same as the fee allowed by law to the clerk of the district court for like service. 6-10 Statement of Warrants to Treasurer. He shall furnish a statement to the treasurer of all warrants issued after each council meeting, giving the number and amounts of each. 6-11 Custodian of Lands and Contracts. He shall have custody of all bonds and contracts belonging to the city except where otherwise provided by state law the provisions of this code or other ordinances of the city. 6-12 Record of Special 'taxes and Assessments. He shall keep a record of all special taxes and assessments levied by the city and shall certify such taxes and assessments and other tax levies made by the council to the county auditor. 6-13 Licenses Issued. He shall keep an accurate r-2r`ord of all licenses issued by him, which record shall show the name of the individual, partnership or corporation to whom such license was issued, and the fee collected by him therefor in each instance. 6-14 Record of Official Bonds. He shall keep a record to be known as the"Record of Official Bonds" and shall record therein the official bond of all municipal officers, elective or appointive. He shall index such record under the title of each office and shall show the name of each principal, his sureties, and the date of the filing of the bond. 6-15 Commissioner of Registration. He shall act as commissioner of registration and perform the duties of such office as defined in the laws of Iowa. • 6-16 Election Duties. He shall perform such duties in connection with the holding of municipal elections as are prescribed by the laws of Iowa. He shall, within five days after the results of the regular municipal election have been declared, send notice by mail to each person who has been 3 3. ' elected and require him to appear and qualify as provided by I' law. t## i 6-17 Permanent Cemetery Records. He shall keep all permanent cemetery records of the Ames Municipal Cemetery, as provided by the cemetery ordinance relating thereto. 6-18 All funds of the city coming into his ha nds shall be promptly accounted for and turned over to the Director of Finance for disposition as provided by lave. i 6-19 Clerk, Civil Service Commission. He shad be the cler k of the civil service commission, keep the records ; and perform such other duties as provided by the laws of Iowa, the ordinaces of the city or as prescribed by such commission. 6-20 Clerk, Board of Health. He shall be the clerk of the local board of health, keep its records, and perform such other duties as provided by the laws of Iowa, the ordinaces of the city or as provided by said board. 6-21 Secretary, Zoning Board of Adjustment. He shall act as secretary of the zoning board of adjustment and keep the records thereof. 6-22 Employees. He shell have power and authority to employ such assistants and employees as he may deem necessary, subject to civil service requirements, and to fix the compensation thereof. He shall have power and authority to suspend or discharge any employee that he has power to appoint or employ, subject to civil service requirements. 6�23. Destroying Records. He shall, on order of the council, destroy all records and papers, other than proceedings, of dinance3, instruments dealing with real estate and bond issues, which are more than ten years old, or offer such of same as may be of historical interest to an historical society cr a public library. Section 2. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3.
