ORDINANCE NO, 2076'
AN ORDINANCE REPEALING CHAPTER 6-A OF THE MUNICIPAL. CODE
OF THE CITY OF AMES, IOWA, AND ORDINANCE NO, 9f9 OF THE CITY
OF AMES, IOWA; AND, PROVIDING FOR THE OFFICE OF DIRECTOR OF
FINANCE AND THE DUTIES AND POWERS OF SUCH OFFICE.
Be It Ordained By The City Council of The City of Ames, Iowa
Section 1. That Chapter 6-A of the Municipal Code of the City of
Ames, Iowa, and Ordinance No, 919 of The City of Ames, Iowa be and
the same are hereby repealed, and, the following be and the same is
enacted in lieu, thereof to be knows: as Chapter 6A of the Municipal Code
of the City of Ames, Iowa-
CHAPTER 6A
DIRECTOR OF FINANCE
6A-1 Creation. There is hereby created the
Department of Finance of the city under the supervision
and direction of the Director of Finance,
6A-2 Appointment, The Director of Finance shall
be appointed by the City Manager and shall be under his
supervision and control.
SA-3 Responsibilities Generally. TIAPirector of
Finance shall be responsible for the financiug."Qplanning,
reporting and controlling of the financial affairs of the city.
6A-4. Chief Accounting and Warrant Issuing Officer.
The Directors of F-finance shall be the chief accounting and
warrant issuing officer of the city.
6A-5, General Duties. It shall be the duty of the
Director of Finance to act to promote, secure and preserve
the financial interests of the city and exercise general
supervision over all departments of the city regarding the
proper management of the fiscal concerns of the city. He
shall be responsible for the financial management as to
construction funds, the issuance of bonds, the purchase
of investments ford trust and investment funds, investment
of any cash surpluses deemed advis�Ole by the city council,
and perform such other duties as may from time to time
be required of him by the laws of the State or the ordinances
of this city. He shall keep suitable books and records in
which shall be entered all financial transactions of the city.
6A-6 Examine Accounts and Reports. He shall
examine the books and accounts of each department from
time to time, see that they are kept in proper form, see
that all necessary financial reports are made, and shall
report all delinquents in such accounts or reports to the
City Manager,
6A-7 Special Tax Book. He shall keep a book to
be called "Special Tax Book10 in which he shall enter a
memorandum showing all amounts assessed and liens
against all lots and parts of lots, or parcels of ground,
on account of labor done and materials furnished in the

building of sidewalks, sewers, or any other public improve-
ment made by the authority of the City Council, the abatement
of nuisances, or any other legal charge, the cost of which
has been assessed against such lot or parcel of ground or
the owners they off, and such book shall at all times be subject
to the inspection of any persons, Such books shall contain
a description of Lhe property, the date and the amount of the
assessment, the owner's name, if known, and such other
memorandum as may be proper.
6A-8 He shall keep a true detailed statement of all
public funds collected, received and expended on account of
the city for any purpose whatever, by any and all public
officers, employees or other persons. Such accounts shall
show the rectipt, use and disposition of all public funds,
and the income, if any derived therefrom, and of all sources
of public income and the amount due and received from each
source. He shall keep and preserve in his office all receipts,
vouchers, and o her documents which are necessary to prove
the validity of every transaction and the identity of every
person having any beneficial relation thereto.
6A-9 Appropriation Accounts. He shall keep separate
accounts of every appropriation, the name and address of each
person to whom paid, and for what purpose paid.
6A-10 tility Accounts. He shall keep a separate
account for each public utility owned or operated by the city,
which accounts all show the true and entire cost of said
utility and the operation thereof.
6A-11 collections. He shall keep a separate account
of the amount co lected annually by general or special taxation
for the services rendered to the public, and the amount and
character of the services rendered therefor, and the amount
collected annually from private use, if any, for the services
rendered to them, and the amount and services rendered therefor.
6A-12 'Warrants Signed and Recorded. He shall,
upon approval of the finance committee and by order of the
city council, draw and sign all warrants on the city treasury,
stating in said warrant on what fund it is to draw. All
warrants may b signed personally or by mechanical check
signer, imprinti g a facsimile of the signature under the
personal direction of the director of finance. No warrant
shall be drawn u n any fund or for any purpose in excess
of the amount ap ropriated therefor.
6A-13 Statement of Warrants, He shall furnish the
city council a complete list of warrants issued on or before the
tenth day of every month. Such statement shall show the
numbers, amount and purpose for which each of such warrants
were drawn.

6A-14 Annual Report. He shall ram►ke an annual public
report which shall contain an accurate statement in summarized
form of all collections and receipts of the city from all sources,
all accounts due the public but not collected, and all expenditure
for every purpose, a statement in detail of the operation and
income of each public utility. The statement shall show in
detail the entire public debt which under the law it may contract
for the year in which the report is made. He shall cause the
annual report to be published in a newspaper of general cir-
culation in the city, and on or before the first secular day of
February of each year he shall file a certified copy of such
--annual report with the aucitor of the state.
6A-15 Receives all Money. He shall receive all
moneys due the city from every source, including payments
made by consumers of city utility services, and shall credit
the same to the proper fund upon his records, and deposit
the money received with the city treasurer on or before the
fifteenth day of each month.
6A-16 Utility Collections. He shall render a statement
to each consumer of city utility service showing the amount due
the city for such service, which amount shall be computed upon
the rates and under the rules as adopted by the city council.
6A-17 Hospital Board. He shall keep a record of all
money received on behalf of Mary Greeley Memorial Hospital
and deposit the same with the City Treasurer. He shall draw all
warrants to be paid by the hospital when properly audited and
approved by the finance committee of said hospital, and make an
annual report thereof.
6A-16 Board Member, Utility Retirement System
He shall be a member of the board of trustees of the Ames
Municipal Utility Retirement system, and shall act as secretary
of said board.
6A-19 Secretary, Police and Fire Retirement Boards.
He shall act as secretary of the police retirement board and the
fireman retirement board.
6A-20 Employees. He shall have power and authority
to employ such assistants and employees as he may deem
necessary, subject to civil service requirements, and to fix
the compensation thereof. He shall have power and authority
to suspend or discharge any employee that he has power to
appoint or employ, subject to civil service requirements,
Section 2. All ordinances:or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 3. This ordinance shall be in full force and effect from
and after its passage and publication as provided by law.

Mayor DeHart declared Ordinance No. 2076 " duly adopted.
This is to certify that Ordinance No. 2076
was passed by the City Council of the City of Ames ,
Iowa, on the 3rd day of August , 1965; that the same
has not been signed by the Mayor and he has not returned
the same to the City Council with his reasons for failure
to sign said Ordinance, nor has he called a meeting of
the Council within 14 days after August . 3, 1965 all
as provided by Section 360,- .5 , Code of Iowa; and that
said Ordinance NO. 2676 is therefore operative without
such signature.
