Re: Cif Flag Ordinance
Gentlemen:
At your direction I have prepared an ordinance adopting
an official city flag and containing certain provisions for the use of
this flag, as well as desecration of the flag and the state flag and the
national emblem.
I have corresponded with a few cities which have adopted
state flags and have received very little help in drafting an ordinance
for the use of our particular official flag.
I find that Chapters 32 and 33 of the Code of Iowa adopts
a state flag, prescribes the use thereof, and prohibits the desecration
of the state flag and the national emblem. I have used most of the pro-
visions of this state law in the ordinance submitted herewith. Sections
5, 6 and 7 of this ordinance are taken almost verbatim from the state
law concerned with this problem. I believe under the circumstances
that this ordinance will accomplish the purpose for official city flag
and that we should not go much further in this subject in view of the
limited treatment in the Code of Iowa.
