thorized and empowered to erect and main-
tain a heating Plant in the city of Allies,and,
to lay and maintain pipes.fu and across the' --�
streets and alleys and public grounds of said
city for the purpose of conve,ing hot water!

Sec.4. The rights and privileges herein
