AN ORDINANCE PROVIDING FOR CONTROLLED ACCESS FACILITIES AND
THE REGULATION OF TRAFFIC THEREON; FIXING AND ESTABLISHING
SUCH CONTROLLED ACCESS FACILITIES; AND PROVIDING PENALTIES
FOR THE VIOLATION OF THE PROVISIONS HEREOF.
Be It Ordained By The City Council of The City of Ames, Iowa, as follows:
Section 1. This ordinance shall be deemed an exercise of the police
power of the City of Ames, Iowa under Chapter 148, Acts of the Fifty-Sixth
General Assembly of the State of Iowa, for the preservation of the public
peace, health, safety and promotion of the general welfare.
Section 2. Definition. For the purpose of this ordinance, a controlled-
access facility shall mean
(a) A highway or street especially designed for through
traffic, and over, from or to which owners or occupants of
abutting land or other persons have no right of easement of�
access, light, air or view by the reason of the fact that their
property abuts upon such controlled-access facility, or
(b) A highway or street especially designed for through
traffic, and over, from or to which owners or occupants of
abutting land or other persons have only a controlled right of
easement of access, light, air or view by reason of the fact
that their property abuts upon such controlled-access facility.
Section 3. Establishment of prohibited access facilities. There
is hereby fixed and established as controlled-access facilities those highways
or streets and portions of highways or streets described in Schedule I attached
hereto and made a part hereof. Access is hereby prohibited on such controlled
access facilities, and no person shall have any right of ingress or egress to,
from or across such controlled-access facilites to or from abutting lands.
Section 4. Establishment of Regulated and Restricted access facilities.
There is hereby fixed and established as controlled-access facilities those
highways or streets and portions of highways or streets described in Schedule
II attached hereto and mad e a part hereof. Access is hereby regulated and
restricted on such controlled-access facilites, and no person shall have any
right of ingress or egress to, from or accross such controlled-access
facilities to or from abutting lands, except at such designated points, and
upon such terms and conditions as may be specifically authorized by the
City Council and such other highway authority as may have jurisdiction and
control over such facilities. 11
Section 5. Unlawful use of Controlled-Access Facilities. It shall
be unlawful for any person to:
(a) Drive a vehicle over, upon or across any curb, central
dividing section or other separation or dividing line on such
controlled-access facilities.
h) Make a left turn or a rni,--circular or U-turn except
through an opening provided for that purpose in the dividing
curb section, separation or line.
(c) Drive any vehicle except in the proper lane provided for
that purpose and in the proper direction and to the right of the
central dividing curb, separation section or line.
(d) Drive any vehicle into the controlled-access facility..
from a local service road except through an opening provided
for that purpose in the dividing curb or dividing section or
dividing line which separates such service road from the con-
trolled-access facility property.
Section 6. Penalty. Any persion violating any provision of this
ordinance shall, upon conviction thereof, be fined not exceeding one hundred
dollars, or be imprisoned not exceeding thirty days.
Section 7. All ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 8. This ordinance shall be in full force and effect from and
after its passage and publication as provided by law.

that the above and foregoing Ordinance No. 1056 was duly and
properly adopted by the City Council of the City of Ames, Iowa,
at its meetong on the 5th day of February, 1963 and published in
the Ames Daily Tribune on the 9th day of February, 1963.
