Subject: special election in the City of Ames
Sandy phoned me about the City of Ames possibly holding a public measure election in the spring.
The proposed date, March 4, 2014, is a special election date for cities. The other special election dates in 2014 are
May 6 and August 5. A city public measure could also be added to the General Election ballot (November 4,
2014). Special elections cannot be held concurrently with the Primary Election (June 3, 2014).
From an Auditor's Office scheduling standpoint,the March 4 day is preferred. However, all dates listed above are
possible.
Before the election can be scheduled, I need a copy of the City Council's action (resolution, minutes) calling for the
special election. Once I receive the action, I can develop a calendar. Public notice depends on the type of
election, but as a very general rule of thumb, 32 days is the bare minimum of notice needed by my office to
schedule an election (the notification time period is longer for certain types of elections). More time is always
better so please don't wait. I'd rather plan now than at the end of January.
If the public measure is a bond referendum,the City will confer with bond counsel. Bond counsel typically drafts
the ballot measure language so it meets all legal requirements.
For a public measure election, 1 suggest using Vote Centers instead of the 20 precincts in Ames. When Vote
Centers are used, any voter in the jurisdiction can cast a ballot at any vote center. We used seven vote centers for
School Election this week. We won't be using Vote Centers for the upcoming City Election on November 5 because
of the number of ballot rotations. But for a public measure election where all ballots are the same for every voter,
regardless of precinct, I think Vote Centers are ideal.
