Subject Special Election for Bond Issue
Jim: You asked whether the scheduling of a special election for a bond issue this summer or fall would be
limited by any"black out dates" surrounding the school board election or the regular city election. The
answer is no. The only date that would be unavailable for a special election is the date of the school
election, September 11. All other Tuesdays this summer or fall -- including the date of the regular city
election, November 13th --would be available.
Expenses associated with all special elections increased in 2006. Historically, Ames has paid about
$15,000 per election. Due to the implementation of the Help America Vote Act, each precinct is now
required to have an additional piece of voting equipment. For Ames, the commissioner of elections
predicts a 40% increase in the costs associated with equipment and staffing, for a total of about$21 000

I know that the Government of the Student Body at ISU has met with the auditors office and has
expressed interest in the bond issue being at the same time as the municipal election. From
meetings I have had with the auditors staff it seems that tGSB is wanting to work with their staff
to provide volunteers for the election and help sponsor satellite voting if it is tied into the
municipal election. I do not know what it does to the project pushing the vote back but it has
many benefits that I can see, no additional cost to the tax payers, ISU student buy-in, tGSB
support and most importantly student residence taking an interest in their local government and
voting in a municipal election.
