Dear City Clerk: Enclosed you will find several brochures for Phase 1 of the Municipal Leadership Academy(MLA). We request that you distribute the brochures to all of your elected officials, especially those newly-elected to office.We also suggest you encourage them to attend.While the workshops are geared toward newly-elected officials,the topics benefit both newly-elected and veteran city officials by providing and enhancing a strong fundamental understanding of the operations of local government. This unique training opportunity is the first of a four-part series co-sponsored by the Iowa League of Cities, the Iowa State University Extension to Communities and the Institute of Public Affairs at the University of Iowa. This series supplements the instruction and orientation your city offers newly- elected city officials. The workshops also familiarize elected officials with the multitude of resources on which they will rely during their tenure in office. The enclosed brochure describes the program and the topics covered in Phase 1. The workshop concentrates on Open Meetings requirements, legal matters, resources and the need for teamwork— items critical to the first several weeks in office. The Phase 1 series will be followed by an ICN broadcast on January 10 (Phase 2) and another series of workshops in the spring(Phase 3).The series culminates with Phase 4, which will be held in conjunction with the League's Annual Conference in Cedar Rapids, September 2002. The MLA series provides concise and effective training to city officials—ensuring they are knowledgeable about the complex issues facing your community when they take office. Although we encourage participation through all the phases, getting started on the right foot is critical. Attending a workshop in this first series will help give newly-elected officials the knowledge to begin serving serving Iowa's cities since 1898 their community effectively.
