MINUTES OF MEETING TO SET DATE FOR
ELECTION
Ames, Iowa
September 25, 1979
The City Council met in regular session at the Administration Bldg. ,
in the City, at 7 :30 O' clock P try., on the 25 day of September ,
1979 . The meeting was called to order and there were present -
Lee Fellinger Mayor, in the chair, and the following
named Council Members:
Atherly, Curtis, Hammer, Huston, Shank, Van Drie
Absent: None
The Council took up and considered the proposed :Municipal Building
Project .
Council Member Hammer introduced Resolution No. 79-419
entitled: "Resolution calling an election on the proposition of
issuing general obligation bonds for the purpose of constructing and
equipping a combined purposes ;municipal building" , and moved its
adoption, seconded by Council Member Curtis After due
consideration of the resolution by the Council , the Mayor put the
question upon the motion and the roll being called, the following named
Council Members voted:
Ayes: Atherly, Curtis, Hammer, Huston, Van Drie.
Nays : Shank
Whereupon, the Mayor declared the motion duly carried and the
resolution adopted.
Upon motion and vote, the meeting adjourned .

• RESOLUTION NO. 79-410 •
Resolution calling an election on the proposition of issuing general
obligation bonds for the purpose of constructing and equipping a
combined purposes Municipal building
WHEREAS, it is- deemed advisable that a combined purposes municipal
building- be constructed and equipped (hereinafter referred to as the
"Project" ) in accordance with the provisions of Chapter 384 of the Code
of Iowa, 1979, as amended , for the City of Ames, Iowa; and
NHE'PEAS , the City intends to contract indebtedness and issue
general obligation bonds to provide funds to pay for that portion of
the cost of the Project in an amount not exceeding $ 2, 750, 000 ;
and
:WHEREAS, pursuant to Section 384 . 26 of the Code of Iowa, 1979, as
a-:en6ed, before the City may institute proceedings for the issuance of
general obligation bonds for the Project, the City must hold a special
election upon the proposition of issuing such bonds and receive a
wc.= .;:-able vote from at least sixty percent of the total votes cast at
-pecial election;
THEREFORE, BE IT RESOLVED by the Council of Ames, Iowa, as

=c�- ion 1 . That a special municipal election is hereby called and
or:.er_d to be held in conjunction with the regular City election in and
for City, on Tuesday, the 6th day of November ,
1979 , at which there will be submitted to the voters of the City the
oronosition to wit:
"Shall the City of Ames, in the County of Story,
State of Iowa, issue its bonds in an amount not
exceeding the amount of $2, 750, 000 for the purpose
of constructing and equipping a combined purposes
municipal building to be used for a police station,
magistrate court facilities, other public safety
law enforcement related facilities and general
administration offices, in and for said City. I
Section 2 . That for the election the City shall be divided into
25 election precincts and such precincts and the respective polling
places therefor shall be as follows:

The polls for the said election shall be kept open from seven
o' clock a.m. until eight o' clock p. m.
Section 3 . That the County Commissioner of Elections is hereby
authorized and requested to issue a proclamation and notice of the
election on the aforementioned proposition and of the time and place
thereof by publication of such notice in The Ames Daily Tribune
a legal newspaper, printed wholly -in the English language, published in
and of general circulation in the City of Ames . Such notice shall be
published in that newspaper once not less than four nor , more than
twenty days before the date fixed for the election. Such notice shall
be in substantially the following form:

Public notice is hereby given that a special election has been
called and ordered to be held in conjunction with the regular City
election in the City of Ames, Iowa, on Tuesday, the sixth day of
November , 1979 , at which there will be submitted to the
qualified voters of the City, to be by them voted upon, the following
form of ballot:

(Notice to Voters : For an affirmative vote upon the
question submitted, pull down the lever above the word
"Yes" . For a negative vote, pull down the lever above
the word "No". )

"Shall the City of Ames, in the County of Story,
State of Iowa, issue its bonds in an amount not
exceeding the amount of $2, 750, 000 for the purpose
of constructing and equipping a combined purposes +

law enforcement related facilities and general
administration offices, in and for said City.
The polls for the said election will be open from seven o' clock
a .m. until eight o' clock p. m. , of said day, and for said election the

All qualified voters are hereby notified to appear at the date and
hours aforesaid , each voter to appear at the polling place designated
for the precinct in which such voter resides, or as authorized by law.
This notice is given by order of the County Commissioner of
Elections and the Council of Ames, Iowa, pursuant to Chapters 49 and
334 of the Code of Iowa, 1979 , as amended.

Section 4 . That voting machines shall be used for this election
and ballots shall be prepared in such size as will permit the same to
be inserted in the proper place in each voting machine, and voters
shall be- instructed as to the use of such voting machines as by law
arovided, such ballots to be in substantially the following form:

Section 5 . That a printed copy of the entire proposition to be
voted upon shall be permanently displayed in at least two places within
each voting precinct and on the left-hand side inside the curtain of
each voting machine in the several voting precincts within the City, f
such displays continuing throughout the hours during which the polls
are open.
Section o . That at the said election the ballots to be used for
absent voters on the aforesaid proposition shall be prepared on paper !
of some color other than white in substantially the following form with i
the Facsimile signature of the County Commissioner of Elections in the I

Section 7 . That for the election the Election Precinct Officials
of the election shall be appointed by the Commissioner of Elections not
less than fifteen (15 ) days before the election all as provided by and
in conformity with the election laws of the State of Iowa.
Section 8 . That the results of the election shall be canvassed by
the County Board of Supervisors as provided by law and such Board shall
certify the results to this Council .
Section 9 . That all of the foregoing matters are adopted and
resolved by this Council but shall be submitted in writing no later
than five o' clock p. m. on the last day for filing nomination papers for
the regular City election to the Story County Commissioner of Elections
who has the duty to conduct this election, for approval , ratification
and confirmation to the extent required by Iowa law, and such County
Commissioner of Elections shall signify such approval, ratification and
confirmation and shall order the election to be conducted in the manner
set Forth herein by signing the order attached to this resolution.

relation to the calling of a special election to be held on Tuesday,

complete statement of all the measures adopted and proceedings , acts
and things had, done and performed up to the present time in relation
to said bonds and that the Council of the City consists of a Mayor and
6 Council Members.

1979 , at 5 :00 _ o' clock p.m. (being no later than five o' clock p.m.
on the last day on which nomination papers for the regular City
election could be filed ) I by written notice informed the County
Commissioner of Elections of the proposed date of election and did
thereafter receive written approval from the Commissioner of such date .

precinct for the aforementioned election was the usual polling place
for that precinct and is the same polling place as that used for the
last primary or general election, except for the following:
