RESOLUTION ACCEPTING AND APPROVING PROPOSAL FOR FINANCING STEAM LINE FROM THE
MUNICIPAL ELECTRIC PLANT TO MARY GREELEY HOSPITAL.
WHEREAS, the Ames Hospital Board of Trustees has approved at a
meeting held June 29, 1978 and have now presented to the Ames City Council a
three-point proposal for construction of a system for furnishing steam to Mary
Greeley Hospital for heating purposes as follows:
1. A date of July 15, 1978 be set as a final decision point to seek
sources of capital other than hospital bonds for the funding of a steam line
and to validate the concept of using an existing boiler as a source so that
space heating using the steam line could be considered an alternative for the
1979-81 heating and cooling seasons. If these questions cannot be resolved,
the hospital board will need to move to other alternatives.
2. If it is agreed that funding other than hospital bonds should be
sought and the connection to a heat source prior to completion of the poorer
plant expansion is feasible, the hospital board through its contract manager
for the addition will proceed to obtain engineering designs and more precise
cost estimates as well as proceed with the preparation with design detail for
the purpose of obtaining bids. More precise costs would be available by
September 15 in order to make a final decision regarding the steam line vs.
other alternatives. Planning of the hospital addition will be altered to
separate the design and bid of the heating plant requirements and related
mechanical work until later to allow this planning to take place. Additional
costs incurred by this delay will be a hospital cost. If the steam line con-
cept receives final approval and obtains the necessary capital funding, the
detail design cost will be reimbursed from the project. If the concept fails
to receive final approval by September 15, any costs to that time will be sunk
costs absorbed by the hospital.
3: If:'steps one and two are successfully taken, the proposition for
some form of bonding will be presented to the public in the November election.
If passed, full planning will be committed to a steam line concept. If the
proposition should fail, the hospital board will at that time instruct the
contract manager to proceed with the next best alternative for hospital space
heating and cooling.
BE IT THEREFORE RESOLVED by the City Council of the City of Ames,
Iowa, that the memo dated June 28, 1978, and attached hereto which includes
the three recommendations, is hereby accepted and approved.
