That a special municipal election is hereby called ,and ordered to be held in and for the City, on Tuesday, the 8th day of Number , 19779 at which there will be submitted to the voters of the—City the following pro- position to wit: "Shall the City of Ames, in the County of Story, State of Iowa, establish a capital improvements reserve fund pursuant to Section 384.7 of the Code of Iowa, 1977; and shall an annual tax be levied upon all the taxable property within said City from year to year at a rate not exceeding sixty-seven and one-half cents per thousand dollars of taxable value in any one year, in addition to all other taxes, commencing with the levy of taxes for collection in the fiscal year beginning July 1 , 1978. and continuing for 1-0 - addi- tional years, for the purpose of accumulating monies to-finance the cost of capital improvements undertaken by the City .pursuant to the City of Ames Capital Improvements Program as presently approved by the City Council and on file with the City Clerk?" Section 2. That the County Commissioner of Elections is hereby authorized o issue a proclamation and notice of the election on the aforementioned propo- ition and of the time and place thereof by publication of such notice in Ames Daily Tribune a legal newspaper, printed wholly in the nglish language, published inand of general circulation in the City of Ames. uch notice shall be published in that newspaper not less than four nor more han twenty days before the date fixed for the election. This notice is given by order of the County Commissioner of Elections and the Council of Ames, Iowa., pursuant to Chapters 49 and 384 of the Code of Iowa, 1977. That voting machines shall be used for this election and ballots shall be prepared in such size as will permit the same to be inserted in the proper place in each voting machine, and voters shall be instructed as to the use of such voting machines as by law provided, such ballots to be in substantially the following form: (Face of Ballot,) (Notice to Voters: For an affirmative vote upon the question submitted, pull down the lever above the word "Yes". That a printed copy of the entire proposition to be voted upon shall be permanently displayed in at least two places within each voting precinct and on the left-hand side inside the curtain, of each voting machine int he several toting precincts within the City, such displays continuing throughout the hours during which the polls are open. Section 6. That at the said election, the ballots to be used for absent voters on the aforesaid proposition shall be prepared on paper of some color other than white in substantially the following form with the facsimile signa- ture of the County Commissioner of Elections in the space provided therefor n the back of the ballot: (Face of Ballot) (Notice to Voters: For an affirmative vote upon any question submitted upon this ballot make a cross (x) mark or check ( ,/) in the square after the work "Yes". Section 8. That the results of the election shall be canvassed by the County Board of Supervisors as provided by law and such Board shall certify the results to this Council. Section 9. That all of the foregoing matters are adopted and resolved by this Council but shall be submitted in writing' at least thirty days before the date of the election to the Story County Commissioner of Elections who has the duty to conduct this election, for approval, ratification and confir- mation to the extent required by Iowa law, and such County Commissioner of Elections shall signify such approval , ratification and confirmation and shall order the election to be conducted in the manner set forth herein by signing the order attached to this resolution.
