COUNCIL ACTION FORM
SUBJECT: SOUTHEAST 16T" STREET PAVING AND BRIDGE REPLACEMENT
PROJECT
BACKGROUND:
This project is for paving the gravel portion of Southeast 16"' Street from Dayton
Avenuell-35 Interchange to approximately two blocks east of South Duff Avenue.
Southeast 16th Street is an arterial roadway that will provide a connection between
the businesses on South Dayton Avenue and South Duff Avenue. The adjacent
property is predominantly zoned as agricultural, with highway-oriented commercial
properties at each end of the project extents,
The project includes construction of a bridge over the Skunk River, which was
designed to convey the 50-year flood, as well as grading and paving the roadway.
The roadway will be 37' back-to-back (urban section), 3-lane, outside of the floodway
limits and 31' back-to-back (urban section) within the floodway limits. A shared use
path will be placed on the north side of the roadway.
Engineering and construction administration fees are estimated at $330,000.
Engineering Alliance, Inc. has completed plans and specifications with estimated
construction (including wetland mitigation) costs of $4,348,548. Costs for permanent
easement areas for wetland mitigation and future trail on land owned by Francis
Bradshaw equates to $13,654. This brings total estimated costs to $4,692,202.
In 2004/05, $200,000 was included in the budget for land acquisition and engineering
expenses funded by General Obligation (G.O.) Bonds. Funding in the amount of
$1,500,000 was included in 2006/07 approved budget from G.O. Bonds. Funding is
included in 2007/08 budget in the amount of $1,500,000 from G.O. Bonds and in the
amount of $1,500,000 from Property Owner Assessments. In addition to volunteering
for the special assessment, the property owners have agreed to provide the
associated right-of-way and easements to complete the project at no cost to the city.
This brings total project funding to $4,700,000.
There are several steps of action that City Council will need to take associated with
this item in order for the project to move forward. In addition to the typical action of
approving plans and specifications, there are steps associated with voluntary
assessment funding, approval of real estate contracts for right-of-way transfer, and
acceptance several easements relating to wetlands, trails, utilities, drainage, and
access that are required.
ALTERNATIVES:
1 a. Approve preliminary resolution pursuant to the Iowa Code covering the
Southeast 16th Street Paving and Bridge Replacement project.
b. Adopt plat (Exhibit 1), schedule (Exhibit A), and estimate pursuant to the Iowa
Code covering the Southeast 16th Street Paving and Bridge Replacement
project.
C. Adopt resolution of necessity in accordance the Iowa Code covering the
Southeast 16th Street Paving and Bridge Replacement project.
d. Approve the Southeast 16th Street Paving and Bridge Replacement project by
establishing February 21, 2007 as the date of letting and February 27, 2007 as
the date for report of bids.
e. Adopt resolution approving Southeast 16th Street Paving and Bridge
Replacement project Covenant for Assessment of Costs of Improvements.
f. Adopt resolution approving Real Estate Contracts for Southeast 16th Street
Paving and Bridge Replacement project.

2. Reject the project.
MANAGER'S RECOMMENDED ACTION:
By approving the Southeast 16t' Street Paving and Bridge Replacement project, the
construction can occur during the 2007 construction season. It should be noted that
the property owners have committed to a voluntary assessment of no more than
$1,500,000. If the project bids come in over budget, City Council will need to decide
if this j roect should move ahead with funds provided by the City.

It is the recommendation of the City Manager that the City Council adopt Alternative
No. 1 (a through h as detailed above), thereby approving the Southeast 16th Street
Paving and Bridge Replacement project.
