This is yet another case of the details being handled by a property-acquisition agent, who is providing the easement documents after the details have been negotiated. I just called the agent, and she is out of state and unavailable. I also called the property management contact at IDOT to see if the easement offer document and check should be sent to her or to the State Land Office- but she is also out of the office today.
