SUBJECT: 2008/09 ARTERIAL STREET PAVEMENT IMPROVEMENTS PROJECT
(NORTH DAKOTA AVENUE -- 600' SOUTH OF DELAWARE AVENUE
TO ONTARIO STREET)
BACKGROUND:
The annual Arterial Street Rehabilitation program utilizes current repair techniques to
rehabilitate arterial streets with asphalt or concrete. This rehabilitation of arterial streets
is needed to restore structural integrity, serviceability, and ride-ability. Targeted streets
are reaching a point of accelerated deterioration.
The 2008/09 program location was identified as North Dakota Avenue from 600 feet
south of Delaware Avenue to Ontario Street. The project includes reconstruction of the
portion of pavement south of Delaware Avenue and placing a concrete overlay from that
point north to Ontario Street. This project also includes reconstruction of the retaining
wall adjacent to the cemetery, reconstruction of the shared use path, and in fill of
sidewalk along the west side as part of the Pedestrian Walkway Program. Construction
through an Iowa Department of Transportation contract will be completed between April
and September of 2010. During construction, the roadway will be closed in two phases
with detours redirecting traffic to County Line Road and Delaware Avenue.
Due to the deterioration of the retaining wall adjacent to the cemetery, as well as the
impacts that construction will have on the retaining wall, this project will include
reconstruction of this retaining wall. The new retaining wall has been structurally
designed to not require tie-backs, which would not be possible due to the location of
graves above the wall. This portion of the project will be funded from the 2009/10
Retaining Wall Reconstruction program, which is a project location variation from the
Capital Improvements Plan (CIP). Due to this location repriodtization, the current
2009/10 location will be rescheduled as part of the 2010-2015 CIP preparation.
In order to in-fill the sidewalk along the west side, some tree removal will be necessary.
The number of trees (estimate of eight trees) being removed has been minimized by
designing a six-foot sidewalk adjacent to the back of curb in some locations. Two
property owners through the corridor have expressed concern with in-fill of the sidewalk.
Their primary concern is snow clearing during the winter months. One property owner
has asked us to consider installing a 5-inch (instead of a standard 4-inch) thick sidewalk
so that he can use equipment to clear snow. Once bids are received and compared to
the budget, staff can evaluate the feasibility of this option.

In-fill of the sidewalk and relocation of electric poles have made it necessary to acquire
Right-of-Way and Public Utility Easements, respectively. Right-of-Way has been
successfully negotiated with the owners of 403/411 North Dakota Avenue at a cost of
$3,000. Public Utility Easements have been acquired from 1231 North Dakota Avenue,
1218 Delaware Avenue, and 1103/1201 North Dakota Avenue. Following standard
procedures, temporary construction easements have been acquired from numerous
properties.
Howard R. Green has completed plans and specifications with construction estimated in
the amount of $1,360,039. Engineering, construction administration, and land
acquisition are estimated in the amount of $272,000. This brings total estimated costs
to $1,632,039.
This program is shown in the 2008/09 CIP with $467,573 from General Obligation
Bonds and $782,000 in Metropolitan Planning Organization Surface Transportation
Program (STP) funds. This project will also use 2007/08 and 2008/09 Pedestrian
Walkway Program funding in the amount of $313,000 from Local Option Sales Tax,
$50,000 from Local Option Sales Tax as part of the Shared Use Path Pavement
Improvements, $20,000 from Water System Improvements, and $52,000 in Road Use
Tax from the 08/09 and 09/10 Retaining Wall Reconstruction Program. This brings total
project funding to $1,684,573.
ALTERNATIVES:
1 a. Accept Public Utility Easements from the owners of properties at 1231 North
Dakota Avenue, 1218 Delaware Avenue, and 1103/1201 North Dakota Avenue.
b. Accept transfer of land from Robert Lee and Lois Jean Humphrey and approve the
warranty deed for the pedestrian walkway program project, valued in the amount of
$3,000.
c. Approve plans and specifications for the 2008/09 Arterial Street Pavement
Improvements project (North Dakota Avenue —600' South of Delaware Avenue to
Ontario Street) by establishing November 17, 2009, as the date of letting and
November 24, 2009, as the date for report of bids.
2. Reject the project.
MANAGER'S RECOMMENDED ACTION:
By approving plans and specifications and setting the letting date, it will be possible to
move forward with reconstruction of North Dakota Avenue during the 2010 construction
season. Delay of approval could delay the reconstruction by at least one year.
Therefore, it is the recommendation of the City Manager that the City Council adopt
Alternative No. 1 as described above.
