HomeMy WebLinkAboutA001 - Council Action Form dated April 14, 2009 ITEM # 14 a&b DATE 04-14-09 COUNCIL ACTION FORM SUBJECT: 2006107 STORM SEWER OUTLET EROSION CONTROL PROJECT (TOP-0- HOLLOW ROAD) BACKGROUND: This annual program provides for stabilization of areas that have become eroded due to discharges of the storm sewer system into streams, channels, swales, gullies, or drainage ways in residential areas. This program will provide a more permanent control of the erosion and will reduce recurring maintenance costs in these areas. This project entails channel improvements and the placement of storm sewer structures to repair an eroded channel north of Top-O-Hollow Road. This will reduce the erosion in the area and improve the channel, which is located on residential property. Since the work takes place on residential properties, easements were needed. All temporary and permanent easements have been signed by the affected property owners. All permanent easements have been donated to the City except for one property at 3715 Calhoun Avenue. The City is offering to purchase this easement for the amount of $1,159.97. Purchase of this easement will allow the City to proceed with the project. Staff has completed plans and specifications with estimated construction costs of $140,000. Engineering and construction administration costs are estimated at $30,000, which includes the easement purchases. This project was included in the 2006/07 approved budget with financing in the amount of $100,000 from the Storm Sewer Utility Fund. This project will also use remaining funding from the 2007/08 Outlet Erosion Control Program in the amount of $31,000, and the remaining funding of$44,000 from the 2007/08 Low Point Drainage program. ALTERNATIVES: 1 a. Accept the easements on this project and agree to purchase the permanent storm sewer easement at 3715 Calhoun Avenue for$1,159.97. b. Approve the 2006/07 Storm Sewer Outlet Erosion Control Project (Top-O-Hollow Road) by establishing May 6, 2009, as the date of letting and May 12, 2009, as the date for report of bids. 2. Do not authorize this project. MANAGER'S RECOMMENDED ACTION: By accepting the donated easements and purchasing the final easement at 3715 Calhoun Avenue, it will be possible to improve an erosion issue impacting residential properties. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, thereby accepting the donated easements, authorizing the purchase of the easement at 3715 Calhoun, and approving the 2006/07 Storm Sewer Outlet Erosion Control Project (Top-0- Hollow Road) by establishing May 6, 2009, as the date of letting and May 12, 2009, as the date for report of bids.
