HomeMy WebLinkAboutA002 - Council Action Form dated August 14, 2001 ITEM # /02 DATE August 14. 20'01 COUNCIL ACTION FORM SUBJECT: EASEMENT AGREEMENT WITH ISU FOR WEST SIDE WATER PUMP STATION, ELEVATED WATER STORAGE TANK,AND ELECTRIC SUBSTATION AT STATE AVENUE AND MORTENSEN ROAD BACKGROUND: Design for the second pressure zone in west Ames is currently under way, and bidding for all project components will be initiated in late summer or early fall. This project will include a new elevated water storage tank near County Line Road and U.S. Hwy. 30, a water main extension from the Ames city limits to the new elevated tank, and a water pumping station to be located at the intersection of State Avenue and Mortensen Road. A second elevated tank will be constructed when needed at the same State and Mortensen location. The land purchase and easements have been previously obtained to provide for construction of the water main extension and the west side elevated water storage tank. Staff have recently concluded negotiations with Iowa State University for an easement on university property for construction of the water pumping station and future elevated water storage tank. The City previously obtained an electric substation easement at this location in June 1970. In order to facilitate construction of the new water pumping station and future elevated tank, it was necessary to expand the original electric easement to allow for these new facilities. This new easement incorporates the original electric utility easement into an expanded agreement covering the electric substation, the water pumping station, and the future elevated storage facility. The June 1970 electric substation easement will be terminated upon approval of the new utility easement. The new easement grants perpetual use for this area as long as the City continues to operate and maintain the facilities identified in the easement. When approved, this easement will complete all land acquisition and easements necessary for the project construction. ALTERNATIVES: 1. Approve the perpetual easement with Iowa State University to allow the City to site the electrical substation, water pumping station, and future elevated water storage facilities at the intersection of State Avenue and Mortensen Road on ISU property. 2. Do not accept this easement and attempt to locate these facilities elsewhere. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative No. 1 authorizing the Mayor to sign the attached easement agreement with ISU to allow the City to site the electrical substation, water pumping station, and future elevated water storage facilities at the intersection of State Avenue and Mortensen Road on ISU property. This easement agreement was approved by the Board of Regents at their June meeting. COUNCIL ACTION _
