COUNCIL ACTION FORM
SUBJECT: Compensation for Easements for Interceptor Sewer
BACKGROUND:
The first segment or stage of the WPC Project will be construction of a
66-in. diameter interceptor sewer. This sewer will extend approximately 42
miles from the present plant site to the site for the new treatment plant.
Engineering work on the interceptor sewer and discussions with affected
property owners began in the summer of 1983. After the route was
established, easement limits were defined. A permanent easement width of 30
ft. (15 ft. on each side of the sewer center line) will be acquired for
future access as needed. A temporary construction easement of 100 ft. width
(70 ft. on one side and 30 ft. on the other side) is also provided for in the
easement agreement.
Compensation for this easement was determined after a professional appraisal
of the final route location along with input from professional farm managers
and ISU staff. The final compensation plan is outlined as follows:
• - Payment for the Line - $2.40/lin. ft.
- Crop Loss by Owner - $390/acre as full compensation for the 5-yr.
period following construction
- Crop Loss by Operator - $400/acre as full compensation for the 5-yr.
period following construction
Payment to owners would be made in one lump sum following acceptance of
completed easement agreements by the City Council . Payment to renters could
be made at the beginning of crop years following construction. Where the
owner is also the operator, it is suggested that all compensation be included
in the initial lump sum payment.
At this time, we have signed acceptance of compensation offers by three
owners comprising approximately 45 percent of the line length for which
easements will be needed. Acceptance by several other owners is anticipated
within the next month. An accompanying tabulation gives details of payment
for the offers accepted.
ALTERNATIVES:
1 . Approve the signed easements and payment in the total amounts of
$5,241 .54 to David Norris, $18,617.75 to Risely-Shin, and $3,702.79 to Ole
and Irene Eide.
2. Do not approve these easements or payment for them.

MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the Ames City Council adopt
Alternative No. 1 approving signed easements and payment in the total amounts
of $5,241 .54 to David Norris, $18,617.75 to Risely-Shin, and $3,702.79 to Ole
and Irene Eide.
