There are two projects currently on the IUP-one for drinking water and the other for the wastewater project (see attached IUP applications). I don't see a second wastewater project on the current IUP. ------------------------------------------------------------------------ Moving forward, here are a few things you should know: 1. Municipal Advisor. SRF projects are required to have a municipal advisor to review any outstanding debt, analyze the existing revenues and expenses of the system, evaluate the effect of the new SRF debt of the project on revenues and expenses, and help you plan any needed rate increases. Municipal Advisor List 2. Davis-Bacon. SRF borrowers are responsible for Davis-Bacon compliance. All SRF drinking water and wastewater infrastructure projects must comply with federal Davis-Bacon regulations. The borrower can contract with an entity to do the compliance (COG, engineering firm, consultant) or use city staff. The cost of hiring someone to assist with Davis-Bacon compliance can be reimbursed with SRF loan funds. Davis Bacon Resources 3. Loan Applications. After the bids have been received and the cost of the project is known, the SRF Construction Loan Application is completed and submitted to IFA. Attached to the application must be a 5-year proforma prepared by a registered MA showing system expenses and revenues with adequate debt coverage for the SRF loan. The borrower will also be working with their Bond Counsel to prepare the proceedings for the public hearing and required resolutions to enter into an SRF loan. We are forging ahead with this SRF, looks to be in the $8 million range. We are preparing to set a public hearing for the borrowing on November 22nd. Is there anything you need from us to proceed with the loan? It is my understanding that the application will be submitted after City Council okays the borrowing. i On another heads up, we are planning to do another sewer project. The public hearing will be on Nov 22nd also. And, we are digging some water wells in the $8.5 million range. The rate would be 20 years at 2.75% Interest and 0.25% Loan Servicing.
