According to John Danos (Dorsey& Whitney), the next step, which is to review the bid summary and adopt a resolution awarding the contract, has been placed on hold. He found some issues with moving forward with the schedule, as submitted. D &W has not sent me any directive to publish a notice for the other part of the SRF (Technical Services building). All hearings have been held regarding the Demo of the Old Water Plant portion of the SRF. If another hearing is needed for either of the projects, I have not been told to publish anything; therefore, I have not done so. Please advise as soon as possible. Thank you. RE: As the Agenda stands now, Anita will be needed to vote on suspension of rules for at least two ordinances, as five votes in the affirmative are needed. I've made the edits on the attached to complete the application that was mostly filled out by Neil. We have NOT sent the pro-forma to council in the past but do need to send to IFA with the application document. I don't think we have sent the application document to council,just the CAF. Once the Council passes the resolution authorizing submission of the application, I'll sign and we forward the council resolution, the signed application, and pro forma to IFA. Sorry for the confusion. New team and the bond attorney, and everyone off on vacation around the 4th both at Dorsey and PFM. We discussed with PFM and they sent an updated schedule of events. I would like to know if you have a few minutes later this afternoon or early next week to briefly discuss our GO borrowing for the aquatics center in the downtown TIF. The issue is that there are some potential environmental issues with the current planned site. The City Manager is looking ahead at possible options that may include a modification to the TIF district to remove the current planned aquatics site and expand the area to include an existing City park to the south and build the aquatics center there. The concern is whether or not that change would require another public hearing for debt issuance and re-open the reverse referendum window. If this will require a longer discussion I'll schedule time with you, Emily, Assistant City Manager Brian Phillips.
