Thanks for writing. By law, authorized "costs" of a project include land acquisition and engineering/design. We do not need to specify those elements in the proceedings or notice from a legal standpoint. If there are political reasons, I am happy to revisit the formulation. As to the "not to exceed amount", adjust that to whatever level is desired. We are happy to make the changes on our end if needed. Please let me know if you have any additional questions. John, Our City Manager had a question on the proceedings, "for the purpose of paying the costs, to that extent, of undertaking a project in the Downtown Reinvestment District Urban Renewal Area consisting of constructing,furnishing and equipping an indoor aquatic center and associated grounds and facilities as further detailed in the urban renewal plan approved by the City Council on August 24, 2021." We will have expenses for land acquisition and planning and design—does this need to be included in the proceedings? Also we are recommending to the council that the hearing be held on an amount not to exceed $21,200,000—with donations coving the rest of the cost. Council will of course have the option to approve a hearing at another amount. Will update the proceeding to reflect what is decided at the meeting. We have included a letter at the end of the proceedings with additional details and instructions. Please e-mail us a fully executed scanned copy as soon as they are available. 3 The notice of hearing on the Loan Agreement must be published at least once, not less than ten (10) and not more than twenty (20) days before the September 14th meeting date set for the hearing, in a legal newspaper which has a general circulation in Ames. The last date on which this notice can be effectively published is September 4, 2021.
