Thanks for writing. By law, authorized "costs" of a project include land acquisition and engineering/design. We do not need to specify those elements in the proceedings or notice from a legal standpoint. If there are political reasons, I am happy to revisit the formulation. As to the "not to exceed amount", adjust that to whatever level is desired. We are happy to make the changes on our end if needed. Please let me know if you have any additional questions.
