Subject: Indoor Aquatic Center Update
Recently,the Mayor asked two questions related to the Indoor Aquatic Center.
1. What is the DOT's schedule to vacate the offices at the aquatics site?
2. What is RDG's confidence in the construction cost estimates?
DOT SCHEDULE:
The DOT is currently in year one of a four year major renovation project that involves vacating
the North Annex(property for the proposed Aquatic Center). Adding in other DOT projects, it
is very difficult to give a specific timeline to when the site would be available. However,the
DOT is very willing to meet with City representatives to understand the needs of the City, share
the needs of the DOT, and determine if something can be done to meet both parties needs
related to this site. This meeting can be arranged in the coming weeks.
RDG COST ESTIMATE:
RDG reviewed their recent projects to determine how much cost estimates have changed
recently. They also contacted Stoecker and Harmsen who does cost estimating and Water's
Edge who does aquatic estimating. Several items came out of those discussions:
1. Projects are experiencing supply issues, material shortages, and labor shortages
2. Projects are experiencing higher than normal/projected costs
3. Concern about how the National Infrastructure Bill if passed could impact the supply of
certain materials
Additionally, if design for the Aquatic Center were to start after the Reinvestment District
Program final application is due February 25, 2022, construction would not start until spring
2023 at the earliest. Therefore, we need to look at cost estimates in 2023 dollars.
With all of this information in hand, RDG is estimating costs to be 10-15% higher than the
original 8%that was figured into the original estimate.
