We'd like to hold the meeting during the May 24 council meeting. I've attached an example of the public notice from SRF. The purpose of the meeting is to discuss the environmental impacts of constructing the disinfection system, not to discuss river water quality, stream standards, or other river related concerns that have historically been brought up. Could you start the steps necessary to provide notice to the public? I will need to provide documentation of the public notice as well as meeting minutes to the funding agency. The first part of the project was a report entitled "Wastewater Disinfection Technologies Study" completed in December 2009. Do you have a copy of this report on file? It may be helpful to have it available if the public requests additional information. There is an extra copy I can send for your records if you need it. The hearing isn't about entering into the SRF loan. Rather, it apparently is a requirement of the loan agreement, which I have not seen. She just notified me that the requirements state that it is a 30-day, which means that I would have to publish on Friday. I have asked the Tribune for special accommodation, since my deadline for publication on the 22nd was yesterday at Noon; I have been granted permission to send it by 9 AM tomorrow at the latest. After checking the Iowa Code and finding no special requirements, I am assuming that this carries the standard 4/20 rule for publishing (not fewer than 4 nor more than 20 days prior to the hearing date). If you have been apprised of anything other than that, please let me know. The notice states that written comments may also be submitted. Do you prefer that those be directed to John Dunn or to whom? These documents include design and environmental information related to the proposed disinfection system at the City's wastewater treatment facility. The proposed project involves construction of an ultraviolet disinfection system to treat the effluent from the facility. The purpose of this Public Hearing is to inform area residents of the community of Ames of this proposed action and to address citizens' environmental concerns, if any, with the project. The public hearing will be held in conjunction with the Regular Meeting of the Ames City Council to be held on , 2011, at 7:00 p.m., in the Council Chambers of City Hall, 515 Clark Avenue. All interested persons are encouraged to attend this hearing. Written comments on this proposal may also be submitted prior to the hearing. Questions regarding this hearing or the availability of documentation may be directed to the City Clerk's Office at 515-239-5105. 1 found the notice provisions applicable to SRF in the federal regulations. Because SRF is a "federalized" program, NEPA notice requirements apply. Those requirements are quite general, and in fact only state that a hearing should be "well publicized"at least 30 days in advance. It doesn't actually require publication, but since the state office recommends publication I agree we should provide the same type that we use for other public hearings. We also need to provide information to media outlets. I'd suggest we ask Susan Gwiasda to send a press release to our normal local media outlets.
