History: This message has been forwarded. I have added Diane Voss to this email, so I can ask you about dates for Council action. I can prepare the resolution setting a date for the hearings, so that it could be adopted on January 26. Because the notice for the city hall improvements will need to be published at least ten days before the date of the hearing, I suggest we schedule both hearings for the second meeting in February, which I believe would be February 23 . In addition to holding the hearings, the Council could also adopt the "pre-levy" resolution at that meeting, so you would have the dollar amount to be included in your budget. If you wish, the hearings could be held later in March. Please let me know if these dates are agreeable. Bob, Sorry for the delay, we have been busy wrapping up the budget. We have council meeting on Feb. 2, 3, and 4th for budget hearings. All would appropriate meetings for action to schedule hearings. Regular meetings are Feb. 9 (budget wrap-up), Feb. 23, and Mar. 2 (budget certification) hearings could be held at any of these meetings. Please let me know if you need any additional information. In order to prepare a resolution and notice of hearing, I will need to know the basic projects (e.g. streets, sanitary sewer, storm sewer, water, sidewalks, fire equipment, etc. ) and the approximate amount that would be borrowed for each type of project. We need to determine whether each activity qualifies as an "essential" or a "general" corporate purpose. Once I have that information, I will put together a resolution setting a date for public hearing (or hearings) , and, sometime before you certify your budget, we will have the Council adopt a pre-levy resolution setting out the amount that you want for a debt service levy for the next budget year. Looking ahead, I am checking with you to see if you anticipate another GO bond issue in the fiscal year that will begin July 1, 2010, and, if so, whether you will want a pre-levy resolution so you can include a debt service tax levy in your budget for that fiscal year. We should look at scheduling a public hearing soon after the first of the year, so the pre-levy resolution could be adopted before the March 15 budget filing deadline. Let's plan to have Council act on February 2 to set February 23 as date for the hearings. This will give you final action on the pre-levy resolution before final approval of the new budget.
