Dear Diane:
We have prepared and enclose separate transcripts of proceedings for the September 10
meeting to enable the Council to set September 24 as the date for the hearing and for the sale and
issuance of each of the captioned issues.
The proceedings enclosed for each issue are as follows:
✓" ✓ 1. Minutes of the meeting to fix the time and place for the hearing and for the sale
and issuance of the Bonds, with resolution following.
✓ ✓✓ The notice of hearing and notice of sale are set out under the resolution, and an extra
copy of each notice is enclosed for delivery to the newspaper.(U,6-!
✓✓ ✓ 2. Certificate attesting the transcript.
3. Organization Certificate.
�4.� Certificate with respect to publication of the notices, to which must be attached
the u�l.i�er's affidavits of publication with clippings of the notices as published.

t�'� : "f _6!— Each of the notices must be published at least once not less than 4 nor more than 20 days
prior to the date set for the hearings and for the sale of the Bonds in a legal newspaper located in
Story County or in a contiguous county and having a general circulation in the City.
Please have the newspaper fax or email us proof copies of the notices as soon as possible
so that we can review them for sufficiency as far in advance of the publication date as possible.
y ,1 Please return one fully executed copy of all of the completed pages in the enclosed
proceedings, except the certificates attesting to the publication of the notices (the last page of
C\ each set of proceedings)#lease return that page of each transcript to us after you have received
the publisher's affidavits with respect to the notices.
We understand that there is sufficient cash on hand in your debt service fund to pledge to
the payment of the interest and principal coming due the Corporate Purpose Bonds on June 1,
2003, and therefore we need not include the first fiscal year of debt service for this issue in the
tax levy for collection in the fiscal year beginning July 1, 2003. In the issuance resolution we 'f.
will make provision for this internal pledge. If this is not correct please advise us immediately.
